There is appropriated out of the general revenues of the State of Hawaii the sum of $600,000,000 or so much thereof as may be necessary for fiscal year 2023-2024 for the purposes of Act 279, Session Laws of Hawaii 2022; provided that any moneys not encumbered for specific purposes shall lapse to the general fund on June 30, 2025."
