HOUSE CONCURRENT

RESOLUTION

 

 

requesting the auditor to conduct an audit of clean and sober homes that are not registered under the clean and sober homes registry.

 

 

 

      WHEREAS, clean and sober homes assist persons recovering from substance abuse by providing a safe, clean, and sober environment for rehabilitation; and        WHEREAS, the Department of Health's Alcohol and Drug Abuse Division maintains the Clean and Sober Homes Registry; and        WHEREAS, the Clean and Sober Homes Registry provides a list of clean and sober homes that meet certain quality management, operational, and ethical standards; and        WHEREAS, an owner, operator, or landlord is prohibited from holding a property out to be or advertise to be a "registered clean and sober home" unless the home is registered and in good standing with the Clean and Sober Homes Registry; and        WHEREAS, the Department of Health is required to educate the public on clean and sober homes and the Clean and Sober Homes Registry; and        WHEREAS, there have been reports of drug dealing and illegal activities in unregistered clean and sober homes; and        WHEREAS, the act of drug dealing in clean and sober homes undermines the very purpose of these homes and threatens the rehabilitation process of persons recovering from substance abuse; and        WHEREAS, it is unknown how many unregistered clean and sober homes are in operation; and        WHEREAS, it is in the public interest for the Auditor to conduct an audit of unregistered clean and sober homes to determine how many are not registered under the Clean and Sober Homes Registry; now, therefore,        BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Auditor is requested to conduct an audit of the Department of Health's Clean and Sober Homes Registry and any related programs; and        BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of its findings and recommendations, including a list of unregistered clean and sober homes and any proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2025; and        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and Director of Health.
