HOUSE CONCURRENT

RESOLUTION

 

 

urging the department of transportation, department of education, and city and county of honolulu to ensure the safety of kipapa elementary students using school crosswalks.

 

 

 

      WHEREAS, the National Highway Traffic Safety Administration reports that 7,522 pedestrians were killed and 67,000 pedestrians were injured in traffic accidents in 2022; and        WHEREAS, the U.S. Department of Transportation Federal Highway Administration recommends implementing visibility enhancements, such as signage and lighting, in high traffic areas where standard crosswalks are insufficient; and        WHEREAS, implementing speed bumps can lead to a forty per cent reduction in speed, leading to a sixty per cent reduced risk of automobile injury or death; and        WHEREAS, Kuahelani Avenue connects to a major highway and serves as a main thoroughfare through Mililani, resulting in increased traffic and potentially dangerous speeds; and        WHEREAS, Kipapa Elementary School features a particularly dangerous crosswalk in a high traffic area on Kuahelani Avenue; and        WHEREAS, leading up to the crosswalk, Kuahelani Avenue features a curve and a high volume of parked vehicles which blind drivers to the upcoming pedestrians; and        WHEREAS, while the crosswalk features painted stripes and crossing guards, these measures are insufficient to protect against the dangers of the road; and          WHEREAS, Kipapa Elementary School's Kuahelani crosswalk could significantly benefit from the visibility enhancement measures recommended by the federal Department of Transportation; now, therefore,        BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, the Department of Transportation, Department of Education, and City and County of Honolulu are urged to implement visibility enhancement measures on the Kuahelani Avenue crosswalk at Kipapa Elementary School; and        BE IT FURTHER RESOLVED that warning signage should be implemented on the road leading up to the crosswalk, especially prior to the curve of Kuahelani Avenue; and        BE IT FURTHER RESOLVED that speed bumps and corresponding signage should be constructed near the crosswalk to encourage drivers to reduce their speed and warn them of upcoming hazards; and        BE IT FURTHER RESOLVED that a "STOP Here for Pedestrians" sign should be installed up to fifty feet in advance of the crosswalk; and        BE IT FURTHER RESOLVED that the Kipapa Elementary crosswalk should be outfitted with a solar-powered, rapid flashing crosswalk sign to alert drivers of pedestrians; and        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Superintendent of Education, Chairperson of the Board of Education, Mayor of the City and County of Honolulu, and Chairperson of the Honolulu City Council.      BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, the Department of Transportation, Department of Education, and City and County of Honolulu are urged to implement visibility enhancement measures on the Kuahelani Avenue crosswalk at Kipapa Elementary School; and

 

     BE IT FURTHER RESOLVED that warning signage should be implemented on the road leading up to the crosswalk, especially prior to the curve of Kuahelani Avenue; and

 

     BE IT FURTHER RESOLVED that speed bumps and corresponding signage should be constructed near the crosswalk to encourage drivers to reduce their speed and warn them of upcoming hazards; and
