NO. 119 THIRTY-THIRD LEGISLATURE, 2025 STATE OF HAWAII HOUSE RESOLUTION requesting the department of Transportation Services of the City and County of Honolulu to implement a Restricted Parking Zone Pilot Program in the Ko ʻolina, Honokai Hale, NĀnĀkuli, and Maili neighborhoods. HOUSE OF REPRESENTATIVES H.R. NO. 119 THIRTY-THIRD LEGISLATURE, 2025 STATE OF HAWAII HOUSE OF REPRESENTATIVES H.R. NO. 119 THIRTY-THIRD LEGISLATURE, 2025 STATE OF HAWAII HOUSE RESOLUTION requesting the department of Transportation Services of the City and County of Honolulu to implement a Restricted Parking Zone Pilot Program in the Ko ʻolina, Honokai Hale, NĀnĀkuli, and Maili neighborhoods. WHEREAS, a restricted parking zone manages the use of public on-street non-metered parking spaces through permits and signage; and WHEREAS, restricted parking zones can be used in residential areas where there is also significant demand for on-street parking from non-residents because of an identifiable traffic generator, such as a nearby college or hospital; and WHEREAS, a restricted parking zone can increase parking access for area residents and visitors, as well as pedestrian safety and the local use of transit; and WHEREAS, restricted parking zones can also reduce traffic congestion, air and noise pollution, commuter parking in neighborhoods, and blight; and WHEREAS, in 2017, the Department of Transportation Services of the City and County of Honolulu identified Kalihi Valley as the initial site for a Restricted Parking Zone Pilot Program; and WHEREAS, during the Kalihi Valley Restricted Parking Zone Pilot Program, the Department of Transportation Services observes that there was an eighty-six percent decrease in non-residential on-street parking, and seventy percent increase in available on-street parking spaces; and WHEREAS, Ordinance 23-37 established a process for designating other neighborhoods as restricted parking zones; and WHEREAS, the Ko ʻOlina, Honokai Hale, Nānākuli, and Maili neighborhoods experience many similar issues that Kalihi Valley experienced before the implementation of the Kalihi Valley Restricted Parking Zone Pilot Program, including trash on the streets and sidewalks, frequent encounters with people sleeping in cars, loitering and nighttime disturbances, abandoned vehicles on the street, and difficulty finding parking; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Department of Transportation Services of the City and County of Honolulu is requested to implement a Restricted Parking Zone Pilot Program in the Ko ʻOlina, Honokai Hale, Nānākuli, and Maili neighborhoods; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Director of the Department of Transportation Services of the City and County of Honolulu, and member of the Honolulu City Council representing District 1.
