SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF HEALTH TO ESTABLISH AND MAINTAIN A TIRE INVENTORY DATABASE.

 

 

      WHEREAS, the abandonment of motor vehicle tires on private and public properties is prohibited, yet tires are still often illegally dumped; and   WHEREAS, abandoned motor vehicle tires can provide a habitat for pests, be a fire hazard, and leach toxic chemicals into the environment; and   WHEREAS, the State lacks a coordinated effort between the public and private spheres to track motor vehicle tires and hold owners liable for illegal abandonment; and        WHEREAS, the Legislature recognizes that tire dumping in the State creates serious health and environmental concerns; now, therefore,        BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the House of Representatives concurring, that the Department of Health is requested to work in partnership with motor vehicle tire retailers to collect information on purchased tires, and to establish and maintain the information in a database for a certain number of years; and        BE IT FURTHER RESOLVED that the information collected in partnership with motor vehicle tire retailers include the model and serial number of each motor vehicle tire sold, purchaser's name, and date of the sale; and        BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Department of Health.
