RESOLUTION

REQUESTING THE DEPARTMENT OF EDUCATION TO DEVELOP INDOOR athletic COURTS AND GYMNASIUMS AT ELEMENTARY PUBLIC SCHOOLS.

WHEREAS, physical education and athletic activities are essential components of a well-rounded education, promoting the physical health and well-being of students; and WHEREAS, Hawaii's weather is often unpredictable, with frequent rainfall and other inclement conditions that make it difficult to conduct outdoor physical education classes and athletic activities; and WHEREAS, the lack of indoor gymnasiums and athletic courts at many elementary public schools severely limits student opportunities to engage in consistent physical activity, which is critical for physical development and overall health; and WHEREAS, having indoor gymnasiums and courts would ensure that physical education classes and extracurricular athletic programs can be conducted without interruption due to adverse weather conditions; and WHEREAS, in addition to serving as spaces for physical education and athletics, indoor gymnasiums can also function as multi-purpose areas for school assemblies, student performances, and other school-related events, enhancing the overall educational experience for students; and WHEREAS, providing indoor athletic facilities would align with the State's commitment to fostering a healthy and active lifestyle among students while also offering valuable spaces for school-wide activities and community gatherings; now, therefore, BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the House of Representatives concurring, that the Department of Education is requested to develop plans for the construction of indoor athletic courts and gymnasiums at elementary public schools across the State; and BE IT FURTHER RESOLVED that the Department of Education is urged to consider factors such as school size, student population, and geographic location in prioritizing the development of these facilities; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
