Amends repeat offender sentencing provisions to allow sentencing courts, under certain circumstances, to sentence defendants in class C felony cases to probation with appropriate terms and conditions. Effective 7/1/2050. (SD1)

Clarifies the labeling and advertising requirements for roasted coffee, instant coffee, and ready-to-drink coffee beverages based on where they were grown and processed. Defines "regional origin". Effective 7/1/2050. (SD1)

Prohibits the harvesting of aquatic life for commercial aquarium purposes, regardless of the method of collection.

Requires a Governor, Lieutenant Governor, member of the Legislature, department heads and their deputies, and any spouse or dependent child of a Governor, Lieutenant Governor, member of the Legislature, or department head and their deputies to place certain financial interests in a blind trust. Prohibits a Governor, Lieutenant Governor, member of the Legislature, department head and their deputies, and any spouse or dependent child of a Governor, Lieutenant Governor, member of the Legislature, or department head and their deputies from acquiring certain financial interests during their term of service. Effective 1/1/2077. (SD1)

Exempts any agricultural enterprise practicing diversified agriculture on lands formerly used for commercial sugarcane production within the conservation district from any permitting and site plan approval requirements established for lands in a conservation district.

Prohibits persons from interfering with another person's access to or from a health care facility or disrupting the normal functioning of a health care facility. Makes violations a petty misdemeanor. Establishes a private right of action. Authorizes the Attorney General to bring an action for injunctive or other equitable relief. (SD1)

Requires the Board of Regents to grant a waiver on all tuition for qualifying native Hawaiian and Hawaiian students enrolled within the University of Hawaii System.

Establishes and designates the Corporation for the Stewardship of Hawaii Tourism, a nonprofit organization, as the official destination stewardship organization for the State. Repeals the Hawaii Tourism Authority.

Requires the Board of Land and Natural Resources to consult with the Office of Hawaiian Affairs before approving a long-term lease of public lands to another government, governmental agency, utility, or renewable energy developer. Prohibits the Board from extending leases allowing the live-fire training and bombing of public lands, except for a one-time extension of up to five years to phase out existing leases allowing the livefire training and bombing of public lands. Excludes lands set aside to the Department of Hawaiian Home Lands or lands designated for return to the State from the one-time extension.

Expands the membership of the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer Plus Commission from eight voting members to eleven by adding one seat for a person under the age of twenty-nine and one seat each for the appointees of the Speaker of the House of Representatives and Senate President, respectively. Effective 7/1/3000. (HD1)

Adds to the offense of bribery the offering or accepting of any pecuniary benefit because of any action previously taken by a public servant in the person's official capacity.

Authorizes geological subsurface characterization activities conducted by a public research institution under certain conditions. Clarifies that boreholes or test holes drilled for the purposes of geological subsurface characterization are distinct from water well exploration and geothermal or mineral exploration. Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Hawaiian Home Lands to designate a repository or be the repository for any scientific data collected from any geological subsurface characterization activity on lands it holds in trust. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements. Requires that the first site where a borehole or test hole is drilled shall be on lands owned by DHHL. Establishes the Hawaii Groundwater and Geothermal Resources Center within the School of Ocean and Earth Science and Technology of UH Manoa. Appropriates funds.

Amends the statutory standard for excessive speeding.

Establishes the Educator Student Loan Repayment Program to provide for the repayment of qualified student loans for certain educators in the State. Appropriates funds.

Requires the Hawaii Public Housing Authority to develop and implement a comprehensive safety plan that includes the use of safety technologies for all public housing statewide. Requires the Authority to adopt policies that protect civil liberties and safeguard data and engage with public housing residents regarding the use of safety technologies. Appropriates funds.
