H.F. 2068 Section 1. Section 256.11, subsection 5, paragraph b, Code 1 2024, is amended to read as follows: 2 b. Five units of the social studies including instruction 3 in voting statutes and procedures, voter registration 4 requirements, the use of paper ballots and voting systems in 5 the election process, and the method of acquiring and casting 6 an absentee ballot. All students shall complete a minimum 7 of one-half unit of United States government and one unit of 8 United States history. The one-half unit of United States 9 government shall include the all of the following: 10 (1) The voting procedure as described in this lettered 11 paragraph and section 280.9A . The government instruction shall 12 also include a 13 (2) A study of the Constitution of the United States and the 14 Bill of Rights contained in the Constitution and an assessment 15 of a students knowledge of the Constitution and the Bill of 16 Rights. 17 (3) (a) Instruction related to all of the following: 18 (i) The purpose of state law, including that state law 19 exists to preserve the rights, liberties, and dignity of all 20 human beings, and provide for the protection of innocence. 21 (ii) The affirmative argument for prohibiting transgender 22 drugs and surgeries for minors. 23 (iii) The affirmative argument for parental rights in 24 education and the legal limitations of the doctrine of in loco 25 parentis. 26 (iv) The physical and emotional harms associated with 27 exposure to pornography. 28 (v) The use of overt sexual themes by sexual predators to 29 groom victims. 30 (b) This subparagraph shall not apply to a nonpublic school. 31 EXPLANATION 32 The inclusion of this explanation does not constitute agreement with 33 the explanations substance by the members of the general assembly. 34 This bill modifies provisions related to the social studies 35 -1- LSB 5631YH (1) 90 jda/jh 1/ 2
H.F. 2068 curriculum provided to students enrolled in school districts 1 in grades 9 through 12. 2 The bill provides that the one-half unit of United States 3 government instruction that is provided to students enrolled in 4 school districts in grades 9 through 12 as part of the social 5 studies curriculum shall include instruction related to the 6 purpose of state law, the affirmative argument for prohibiting 7 transgender drugs and surgeries for minors, the affirmative 8 argument for parental rights in education and the legal 9 limitations of the doctrine of in loco parentis, the physical 10 and emotional harms associated with exposure to pornography, 11 and the use of overt sexual themes by sexual predators to groom 12 victims. 13 -2- LSB 5631YH (1) 90 jda/jh 2/ 2
