  H.F. 2306   Section 1. Section 35A.2, subsections 1 and 2, Code 2024, 1   are amended to read as follows: 2   1. A commission of veterans affairs is created consisting of 3   eleven   twelve persons who shall be appointed by the governor, 4   subject to confirmation by the senate. Members shall be 5   appointed to staggered terms of four years beginning and 6   ending as provided in section 69.19 . The governor shall fill 7   a vacancy for the unexpired portion of the term. In addition 8   to the members appointed by the governor, the commandant shall 9   serve as a nonvoting, ex officio member of the commission. 10   2. Ten   Eleven commissioners shall be honorably discharged 11   members of the armed forces of the United States. The American 12   legion of Iowa, disabled American veterans department of 13   Iowa, veterans of foreign wars department of Iowa, American 14   veterans of World War II, Korea, and Vietnam, the Vietnam 15   veterans of America, the military order of the purple heart, 16   the paralyzed veterans of America, the marine corps league,   17   and the Iowa association of county commissioners and veteran 18   service officers, through their department commanders, shall 19   submit two names respectively from their organizations to the 20   governor. The adjutant general and the Iowa affiliate of 21   the reserve officers association shall submit names to the 22   governor of persons to represent the Iowa national guard and 23   the association. The governor shall appoint from the group of 24   names submitted by the adjutant general and reserve officers 25   association two representatives and from each of the other 26   organizations one representative to serve as a member of the 27   commission, unless the appointments would conflict with the 28   bipartisan and gender balance provisions of sections 69.16 and 29   69.16A . In addition, the governor shall appoint one member 30   of the public, knowledgeable in the general field of veterans 31   affairs, to serve on the commission.   32   EXPLANATION 33   The inclusion of this explanation does not constitute agreement with 34   the explanations substance by the members of the general assembly. 35   -1-   LSB 5761HV (1) 90   sc/ns 1/ 2
