  S.F. 116   Section 1. Section 15.411, subsection 3, paragraph c, 1   subparagraph (1), Code 2023, is amended to read as follows: 2   (1) The purpose of the second component of the program is to 3   assist in placing Iowa students studying in the skilled trades,   4   including trades related to welding, machinist technology,   5   tool and die making, carpentry, electrical work, plumbing,   6   automotive mechanics technology, and heating, ventilation, 7   and air conditioning technology, or in the fields of science, 8   technology, engineering, and mathematics into internships 9   that lead to permanent positions with Iowa employers. The 10   authority shall collaborate with eligible employers, including 11   but not limited to innovative businesses, to ensure that the 12   interns hired are studying in such fields. An Iowa employer 13   may receive financial assistance on a matching basis for a 14   portion of the wages paid to an intern. If providing financial 15   assistance, the authority shall provide the assistance on a 16   reimbursement basis such that for every two dollars of wages 17   earned by the student, one dollar paid by the employer is 18   matched by one dollar from the authority. The amount of 19   financial assistance shall not exceed five thousand dollars per 20   internship. The authority may adopt rules to administer this 21   component. In adopting rules to administer this component, the 22   authority shall adopt rules as similar as possible to those 23   adopted pursuant to paragraph b . 24   Sec. 2. Section 15H.5, subsection 3, Code 2023, is amended 25   to read as follows: 26   3. The program shall provide grants for projects that 27   utilize a service-learning approach during the summer months 28   to enhance student achievement and summer learning retention, 29   teach meaningful job skills to Iowa youth, engage Iowa youth 30   in their communities, provide positive youth development 31   experiences, and address the needs of youth from families with 32   low income. The service-learning approach shall be integrated 33   into the program using curricula related to the skilled trades,   34   including trades related to welding, machinist technology, 35   -1-   LSB 1562XS (3) 90   jda/jh   1/ 11         

  S.F. 116   tool and die making, carpentry, electrical work, plumbing, 1   automotive mechanics technology, and heating, ventilation,   2   and air conditioning technology, science, technology, 3   engineering, mathematics, social studies, civic literacy, or 4   other appropriate curricula identified by the department of 5   education. 6   Sec. 3. Section 256.11, subsection 5, paragraph h, 7   subparagraph (1), subparagraph division (c), Code 2023, is 8   amended to read as follows: 9   (c) Applied sciences, technology, engineering, and 10   manufacturing, including transportation, distribution, 11   logistics, architecture, and   construction , and curricula 12   related to the skilled trades, including trades related to 13   welding, machinist technology, tool and die making, carpentry,   14   electrical work, plumbing, automotive mechanics technology, and 15   heating, ventilation, and air conditioning technology . 16   Sec. 4. Section 256.40, subsection 2, paragraph d, Code 17   2023, is amended to read as follows: 18   d. Provide a one-stop contact point for information 19   useful to both educators and employers, including information 20   on internships, job shadowing experiences, apprenticeable 21   occupations as defined in section 15B.2 , and other workplace 22   learning opportunities for students, particularly related to 23   science, technology, engineering, or mathematics occupations, 24   occupations related to critical infrastructure and commercial 25   and residential construction, the skilled trades, including   26   trades related to welding, machinist technology, tool and 27   die making, carpentry, electrical work, plumbing, automotive 28   mechanics technology, and heating, ventilation, and air 29   conditioning technology,   or targeted industries as defined in 30   section 15.102 . 31   Sec. 5. Section 261.86, subsection 6, paragraph b, Code 32   2023, is amended to read as follows: 33   b. The adjutant general shall submit a report to the 34   governor and the general assembly by December 31 of each 35   -2-   LSB 1562XS (3) 90   jda/jh   2/ 11                

  S.F. 116   year listing the science, technology, engineering, and 1   mathematics-related career fields , and the career fields   2   related to the skilled trades, including trades related to 3   welding, machinist technology, tool and die making, carpentry, 4   electrical work, plumbing, automotive mechanics technology, and   5   heating, ventilation, and air conditioning technology, that   the 6   adjutant general plans to focus on in providing educational 7   incentives under this section and section 261.86A using funds 8   available under this subsection for that fiscal year. 9   Sec. 6. Section 261.86A, subsection 1, paragraph a, Code 10   2023, is amended to read as follows: 11   a. The adjutant general has the authority under this 12   section to authorize the expenditure of unencumbered or 13   unobligated funds as described in section 261.86, subsection 14   6 , to recruit or retain individuals who have completed or 15   are pursuing training in science, technology, engineering, 16   and mathematics-related military occupational specialties ,   17   occupational specialties related to the skilled trades,   18   including trades related to welding, machinist technology,   19   tool and die making, carpentry, electrical work, plumbing, 20   automotive mechanics technology, and heating, ventilation, and   21   air conditioning technology, or air force specialty codes by 22   issuing awards through a national guard student loan repayment 23   program in accordance with subsection 2 or by providing a 24   scholarship award to an eligible member of the national guard 25   who is enrolled at an institution defined in section 261.86, 26   subsection 1 , paragraph d , in a masters degree program 27   that is in compliance with the federal Edith Nourse Rogers 28   STEM scholarship program established under 38 U.S.C. 3320 in 29   accordance with the requirements of subsection 3 . 30   Sec. 7. Section 261.110, subsection 3, paragraph b, Code 31   2023, is amended to read as follows:   32   b. The applicant is preparing to teach in fields including 33   but not limited to science, technology, engineering, or 34   mathematics; English as a second language or special education 35   -3-   LSB 1562XS (3) 90   jda/jh   3/ 11             

  S.F. 116   instruction; the skilled trades, including trades related 1   to welding, machinist technology, tool and die making,   2   carpentry, electrical work, plumbing, automotive mechanics 3   technology, and heating, ventilation, and air conditioning 4   technology;   or is preparing to teach in a hard-to-staff subject 5   as identified by the department. The department shall take 6   into account the varying regional needs in the state for 7   teachers in these subject areas when applying the criterion 8   of this paragraph. The department shall annually identify 9   and designate hard-to-staff subjects for the purpose of this 10   paragraph. The eligibility of an applicant who receives a 11   teach Iowa scholar grant and who is preparing to teach in a 12   hard-to-staff subject as identified by the department shall 13   not be affected in subsequent years if the department does not 14   continue to identify that subject as a hard-to-staff subject. 15   Sec. 8. Section 261E.3, subsection 3, paragraph j, Code 16   2023, is amended to read as follows: 17   j. All eligible postsecondary institutions providing 18   programming under this chapter shall include the unique student 19   identifier assigned to students while in the kindergarten 20   through grade twelve system as a part of the institutions 21   student data management system. Eligible postsecondary 22   institutions providing programming under this chapter shall 23   cooperate with the department on data requests related to 24   the programming. All eligible postsecondary institutions 25   providing programming under this chapter shall collect data 26   and report to the department on the proportion of females and 27   minorities enrolled in educational opportunities related to the   28   skilled trades, including trades related to welding, machinist 29   technology, tool and die making, carpentry, electrical work,   30   plumbing, automotive mechanics technology, and heating, 31   ventilation, and air conditioning technology, or in   science, 32   technology, engineering, and mathematics-oriented educational 33   opportunities provided in accordance with this chapter . 34   The department shall submit the programming data and the 35   -4-   LSB 1562XS (3) 90   jda/jh   4/ 11            

  S.F. 116   departments findings and recommendations in a report to the 1   general assembly annually by January 15. 2   Sec. 9. Section 268.7, Code 2023, is amended to read as 3   follows: 4   268.7 Science, technology, engineering, and mathematics 5   collaborative initiative. 6   1. A science, technology, engineering, and mathematics 7   collaborative initiative is established at the university of 8   northern Iowa for purposes of supporting activities directly 9   related to recruitment of prekindergarten through grade twelve 10   mathematics and science teachers for ongoing mathematics and 11   science programming for students enrolled in prekindergarten 12   through grade twelve and for the recruitment of grade one   13   through grade twelve teachers for ongoing programming related   14   to the skilled trades, including trades related to welding, 15   machinist technology, tool and die making, carpentry, 16   electrical work, plumbing, automotive mechanics technology, and 17   heating, ventilation, and air conditioning technology   . 18   2. The collaborative initiative shall prioritize student 19   interest in achievement in science, technology, engineering, 20   and mathematics and the skilled trades, including trades   21   related to welding, machinist technology, tool and die making, 22   carpentry, electrical work, plumbing, automotive mechanics   23   technology, and heating, ventilation, and air conditioning 24   technology ; reach every student and teacher in every school 25   district in the state; identify, recruit, prepare, and support 26   the best mathematics , and science , and skilled trades teachers;   27   and sustain exemplary programs through the universitys Iowa 28   mathematics and science education partnership. The university 29   shall collaborate with the community colleges to develop 30   skilled trades and   science, technology, engineering, and 31   mathematics professional development programs for community 32   college instructors and for purposes of skilled trades and   33   science, technology, engineering, and mathematics curricula 34   development. 35   -5-   LSB 1562XS (3) 90   jda/jh   5/ 11                  

  S.F. 116   3. Subject to an appropriation of funds by the general 1   assembly, the initiative shall administer the following: 2   a. Regional science, technology, engineering, and 3   mathematics networks for Iowa, the purpose of which is to 4   equalize science, technology, engineering, and mathematics 5   education enrichment opportunities , and enrichment   6   opportunities related to the skilled trades, including trades 7   related to welding, machinist technology, tool and die making, 8   carpentry, electrical work, plumbing, automotive mechanics   9   technology, and heating, ventilation, and air conditioning 10   technology, that are   available to learners statewide. The 11   initiative shall establish six geographically similar regional 12   science, technology, engineering, and mathematics networks 13   across Iowa that complement and leverage existing resources, 14   including but not limited to extension service assets, 15   area education agencies, state accredited postsecondary 16   institutions, informal educational centers, school districts, 17   economic development zones, and existing public and private 18   science, technology, engineering, and mathematics partnerships. 19   Each network shall be managed by a highly qualified science, 20   technology, engineering, and mathematics and skilled trades   21   advocate positioned at a network hub to be determined through a 22   competitive application process. Oversight for each regional 23   network shall be provided by a regional advisory board. 24   Members of the board shall be appointed by the governor. The 25   membership shall represent prekindergarten through grade twelve 26   school districts and schools, and higher education, business, 27   nonprofit organizations, youth agencies, and other appropriate 28   stakeholders. 29   b. A focused array of the best skilled trades and   30   science, technology, engineering, and mathematics enrichment 31   opportunities, selected through a competitive application 32   process, that can be expanded to meet future needs. A limited, 33   focused list of selected exemplary programs shall be made 34   available to each regional network. 35   -6-   LSB 1562XS (3) 90   jda/jh   6/ 11

Statewide skilled trades and science, technology, 1   engineering, and mathematics programming designed to increase 2   participation of students and teachers in successful learning 3   experiences; to increase the number of science, technology, 4   engineering, and mathematics-related teaching majors offered 5   by the states universities; to increase the number of skilled   6   trades programs offered by the state accredited postsecondary 7   institutions; to elevate public awareness of the opportunities; 8   and to increase collaboration and partnerships. 9   4. The initiative shall evaluate the effectiveness of 10   programming to document best practices. 11   Sec. 10. STEM ADVISORY COUNCIL. The science, technology, 12   engineering, and math advisory council, created by the governor 13   of this state by executive order on July 26, 2011, and modified 14   by executive order on May 15, 2013, shall do all of the 15   following: 16   1. Using existing funding and programmatic support, provide 17   opportunities for students enrolled in kindergarten through 18   grade twelve to experience science, technology, engineering, 19   and mathematics through the skilled trades, including trades 20   related to welding, machinist technology, tool and die making, 21   carpentry, electrical work, plumbing, automotive mechanics 22   technology, and heating, ventilation, and air conditioning 23   technology. 24   2. Authorize teachers participating in externship programs 25   facilitated by the council to participate in externship 26   programs related to the skilled trades, including trades 27   related to welding, machinist technology, tool and die making, 28   carpentry, electrical work, plumbing, automotive mechanics 29   technology, and heating, ventilation, and air conditioning 30   technology. 31   3. Include and highlight the skilled trades, including 32   trades related to welding, machinist technology, tool and 33   die making, carpentry, electrical work, plumbing, automotive 34   mechanics technology, and heating, ventilation, and air 35   -7-   LSB 1562XS (3) 90   jda/jh   7/ 11      

  S.F. 116   conditioning technology, as part of the councils efforts 1   to promote educational opportunities related to science, 2   technology, engineering, and math within this states education 3   system and workforce. 4   Sec. 11. APPLICABILITY. The following apply to 5   applications submitted to the college student aid commission on 6   or after the effective date of this Act: 7   1. The section of this Act amending section 261.86A. 8   2. The section of this Act amending section 261.110. 9   EXPLANATION 10   The inclusion of this explanation does not constitute agreement with 11   the explanations substance by the members of the general assembly. 12   This bill relates to certain specified skilled trades, 13   including modifying provisions related to economic development 14   authority internship programs, the Iowa summer youth corps 15   program, college student aid commission (CSAC) programs, the 16   senior year plus program, the science, technology, engineering, 17   and mathematics (STEM collaborative initiative) established 18   at the university of northern Iowa, and curricula provided in 19   school districts, accredited nonpublic schools, and charter 20   schools to include skilled trades. 21   Current law requires the economic development authority 22   to establish an internship program that assists in placing 23   Iowa students studying in the fields of science, technology, 24   engineering, and mathematics into internships that lead to 25   permanent positions with Iowa employers. The bill provides 26   that this program shall also assist in placing Iowa students 27   studying skilled trades, including trades related to welding, 28   machinist technology, tool and die making, carpentry, 29   electrical work, plumbing, automotive mechanics technology, and 30   heating, ventilation, and air conditioning technology (skilled 31   trades) into internships that lead to permanent positions with 32   Iowa employers. 33   Current law establishes the Iowa youth summer corps program 34   within the Iowa commission on volunteer services.   S.F. 116   provides grants for projects that utilize a service-learning 1   approach during the summer months to enhance student 2   achievement and summer learning retention, teach meaningful job 3   skills to Iowa youth, engage Iowa youth in their communities, 4   provide positive youth development experiences, and address 5   the needs of youth from families with low income. Under the 6   program, the service-learning approach is to be integrated 7   into the program using science, technology, engineering, 8   mathematics, social studies, civic literacy, or other 9   appropriate curricula identified by the department of education 10   (DE). The bill establishes that the service-learning approach 11   may also be integrated into the program using curricula related 12   to the skilled trades. 13   Current law requires that students enrolled in school 14   districts and charter schools in grades 9 through 12 receive 15   instruction in certain career and technical education service 16   areas, including applied sciences, technology, engineering, 17   manufacturing, transportation, distribution, logistics, 18   architecture, and construction. The bill provides that such 19   instruction also include curricula related to the skilled 20   trades. Current law also establishes that these career and 21   technical education service areas be incorporated into the 22   career exploration and development curriculum provided to 23   students enrolled in school districts, accredited nonpublic 24   schools, and charter schools in grades seven and eight. 25   Current law establishes a statewide work-based learning 26   intermediary network program within the DE. Among other 27   duties, the program is required to provide a one-stop contact 28   point for information useful to both educators and employers 29   related to certain specified occupations. The bill provides 30   that the program is required to provide a one-stop contact 31   point for information useful to both educators and employers 32   related to the skilled trades. 33   Current law establishes the national guard service 34   scholarship program within the CSAC.   S.F. 116   annual awards to Iowa national guard members who attend 1   eligible Iowa colleges and universities. The bill requires 2   the adjutant general to submit a report to the governor and 3   the general assembly listing the career fields related to the 4   skilled trades that the adjutant general plans to focus on in 5   providing educational incentives under the program and under 6   the national guard STEM-related recruitment and retention 7   incentive program. The bill establishes that the adjutant 8   general may authorize the expenditure of unencumbered or 9   unobligated funds under the national guard service scholarship 10   program to recruit or retain individuals who have completed or 11   are pursuing training in occupational specialties related to 12   the skilled trades. This provision applies to applications 13   submitted to the CSAC on or after the effective date of the 14   bill. 15   Current law establishes the teach Iowa scholar program 16   within the CSAC. The program provides qualified Iowa teachers 17   with awards for teaching in Iowa schools in designated shortage 18   areas. The bill establishes that criteria under the program 19   include that an applicant be preparing to teach in fields 20   relating to the skilled trades. This provision applies to 21   applications submitted to the CSAC on or after the effective 22   date of the bill. 23   The bill requires all eligible postsecondary institutions 24   providing programming under the senior year plus program to 25   collect data and report to DE on the proportion of females and 26   minorities enrolled in educational opportunities related to the 27   skilled trades.   28   Current law establishes the STEM collaborative initiative   29   at the university of northern Iowa. The purpose of the STEM 30   collaborative initiative is to support activities related to 31   recruitment of mathematics and science teachers for ongoing 32   mathematics and science programming. The bill establishes 33   that another purpose of the STEM collaborative initiative is 34   to support activities related to the recruitment of teachers 35   -10-   LSB 1562XS (3) 90   jda/jh   10/ 11  

  S.F. 116   for ongoing programming related to the skilled trades. The 1   bill requires the STEM collaborative initiative to, among 2   other duties, prioritize student interest in achievement in 3   the skilled trades and identify, recruit, prepare, and support 4   the best skilled trades teachers. The bill also requires the 5   university of northern Iowa to collaborate with community 6   colleges to develop skilled trades professional development 7   programs for community college instructors and to develop 8   skilled trades curricula. Additionally, the bill requires the 9   STEM collaborative initiative to administer regional networks 10   for Iowa to provide enrichment opportunities related to the 11   skilled trades, a focused array of the best skilled trades 12   enrichment opportunities that can be expanded to meet future 13   needs, and statewide skilled trades programming. 14   The bill requires the science, technology, engineering, and 15   math advisory council (STEM council) created by the governor by 16   executive order to take certain actions, including use existing 17   funding and programmatic support to provide opportunities 18   for students enrolled in kindergarten through grade 12 to 19   experience science, technology, engineering, and mathematics 20   through the skilled trades, authorize teachers participating 21   in externship programs facilitated by the STEM council to 22   participate in externship programs related to the skilled 23   trades, and include and highlight the skilled trades as part of 24   the STEM councils efforts to promote educational opportunities 25   related to science, technology, engineering, and math within 26   this states education system and workforce. 27   -11-   LSB 1562XS (3) 90   jda/jh   11/ 11
