  S.F. 2076   Section 1. Section 35A.16, subsection 1, paragraph b, Code 1   2024, is amended to read as follows: 2   b. There is appropriated from the general fund of the state 3   to the department, for the fiscal year beginning July 1, 2009   4   2024   , and for each subsequent fiscal year, the sum of one 5   million three hundred thousand   dollars to be credited to the 6   county commissions of veteran affairs fund. 7   Sec. 2. Section 35A.16, subsection 3, paragraph a, Code 8   2024, is amended to read as follows: 9   a. (1)   If sufficient moneys are available, the department 10   shall annually allocate ten thousand dollars to each county 11   commission of veteran affairs, or to each county sharing the 12   services of an executive director or administrator pursuant 13   to chapter 28E , to be used to provide services to veterans 14   pursuant to section 35B.6 . 15   (2)   If sufficient moneys are available, the department 16   shall annually allocate three thousand dollars to each county 17   commission of veteran affairs, or to each county sharing the   18   services of an executive director or administrator pursuant   19   to chapter 28E, to be used for national training and related 20   expenses of county veteran service officers and appropriate   21   staff. 22   (3)   Each county receiving an allocation pursuant to 23   this paragraph shall annually report on expenditure of the 24   allocation in a form agreed to by the department and county 25   representatives. 26   EXPLANATION 27   The inclusion of this explanation does not constitute agreement with 28   the explanations substance by the members of the general assembly. 29   This bill concerns appropriations to and allocations from 30   the county commission of veteran affairs fund created in Code 31   section 35A.16. 32   The bill increases the annual appropriation to the fund from 33   the general fund from $1 million to $1.3 million each fiscal 34   year.
