For purposes of supporting a program for farmers with 3   disabilities: 4   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 230,000 5   b. The moneys appropriated in this subsection shall be 6   used for the public purpose of providing a grant to a national 7   nonprofit organization with over 80 years of experience in 8   assisting children and adults with disabilities and special 9   needs. The moneys shall be used to support a nationally 10   recognized program that began in 1986 and has been replicated 11   in at least 30 other states, but is not available through 12   any other entity in this state, and that provides assistance 13   to farmers with disabilities in all 99 counties to allow the 14   farmers to remain in their own homes and be gainfully engaged 15   in farming through provision of agricultural worksite and home 16   modification consultations, peer support services, services 17   to families, information and referral, and equipment loan 18   services. 19   c. Notwithstanding section 8.33 , moneys appropriated in 20   this subsection that remain unencumbered or unobligated at the 21   close of the fiscal year shall not revert but shall remain 22   available for expenditure for the purposes designated until the 23   close of the succeeding fiscal year. 24   6. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 25   a. For deposit in the loess hills development and 26   conservation fund created pursuant to section 161D.2 : 27   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 28   b.   S.F. 2421   maintenance, upkeep, and sanitary services at state parks. 1   This subsection shall not impact conservation officer, park 2   ranger, or park manager positions within the department. 3   3. The department shall submit a report each quarter of 4   the fiscal year to the general assembly and the department 5   of management. The report shall describe in detail the 6   expenditure of moneys appropriated under this section to 7   support the departments administration, regulation, and 8   programs. 9   Sec. 6. STATE FISH AND GAME PROTECTION FUND  REGULATION 10   AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 11   1. There is appropriated from the state fish and game 12   protection fund created pursuant to section 456A.17 to the 13   department of natural resources for the fiscal year beginning 14   July 1, 2024, and ending June 30, 2025, the following amount, 15   or so much thereof as is necessary, to be used for the purposes 16   designated: 17   For purposes of supporting the regulation or advancement of 18   hunting, fishing, or trapping, or the protection, propagation, 19   restoration, management, or harvest of fish or wildlife, 20   including for administration, regulation, law enforcement, and 21   programs; and for salaries, support, maintenance, equipment, 22   and miscellaneous purposes: 23   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 49,752,093 24   2. Notwithstanding section 455A.10 , the department may use 25   the unappropriated balance remaining in the state fish and game 26   protection fund to provide for the funding of health and life 27   insurance premium payments from unused sick leave balances of 28   conservation peace officers employed in a protection occupation 29   who retire, pursuant to section 97B.49B . 30   3. Notwithstanding section 455A.10 , the department may 31   use the unappropriated balance remaining in the state fish 32   and game protection fund for the fiscal year beginning July 33   1, 2024, and ending June 30, 2025, as is necessary to fund 34   salary adjustments for departmental employees for which the 35   -6-   LSB 5001SV (1) 90   da/js   6/ 24

There is appropriated from the general fund of the state 4   to Iowa state university of science and technology for the 5   fiscal year beginning July 1, 2024, and ending June 30, 2025, 6   the following amount, or so much thereof as is necessary, to be 7   used for the purposes designated: 8   For purposes of supporting the college of veterinary 9   medicine for the operation of the veterinary diagnostic 10   laboratory and for not more than the following full-time 11   equivalent positions: 12   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 4,400,000 13   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . Iowa state university of science and technology 15   shall not reduce the amount that it allocates to support the 16   college of veterinary medicine from any other source due to the 17   appropriation made in this section. 18   b. Paragraph a does not apply to a reduction made 19   to support the college of veterinary medicine if the same 20   percentage of reduction imposed on the college of veterinary 21   medicine is also imposed on all of Iowa state university of 22   science and technologys budget units. 23   3. If by June 30, 2025, Iowa state university of science and 24   technology fails to allocate the moneys appropriated in this 25   section to the college of veterinary medicine in accordance 26   with this section, the moneys appropriated in this section for 27   that fiscal year shall revert to the general fund of the state. 28   Sec. 12. LIVESTOCK DISEASE RESEARCH. 29   1. There is appropriated from the general fund of the state 30   to Iowa state university of science and technology for the 31   fiscal year beginning July 1, 2024, and ending June 30, 2025, 32   the following amount, or so much thereof as is necessary, to be 33   used for the purposes designated: 34   For deposit in the livestock disease research fund created 35   -9-   LSB 5001SV (1) 90   da/js   9/ 24

IOWA NUTRIENT REDUCTION FUND  VETERINARY 8   DIAGNOSTIC LABORATORY. Notwithstanding section 466B.46, there 9   is appropriated from the Iowa nutrient research fund created 10   in section 466B.46 to Iowa state university of science and 11   technology for the fiscal year beginning July 1, 2024, and 12   ending June 30, 2025, the following amount, or so much thereof 13   as is necessary, to be used for the purpose designated: 14   For the purpose of supporting the college of veterinary 15   medicine for the operation of the veterinary diagnostic 16   laboratory: 17   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 120,000 18   DIVISION IV 19   STATE UNIVERSITY OF IOWA 20   SPECIAL GENERAL FUND APPROPRIATIONS 21   Sec. 14. IOWAS CENTER FOR AGRICULTURAL SAFETY AND HEALTH 22   (I-CASH). 23   1. There is appropriated from the general fund of the state 24   to the state university of Iowa for the fiscal year beginning 25   July 1, 2024, and ending June 30, 2025, the following amount, 26   or so much thereof as is necessary, to be used for the purposes 27   designated: 28   For supporting the operations of Iowas center for 29   agricultural safety and health, as part of the universitys 30   college of public health, and in cooperation with the 31   department of agriculture and land stewardship, to anticipate, 32   recognize, and prevent occupational illness and injury among 33   members of the agricultural community: 34   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 128,154 35   -10-   LSB 5001SV (1) 90   da/js   10/ 24

As a condition of the appropriation made in 1   subsection 1, the state university of Iowa shall retain the 2   director of Iowas center for agricultural safety and health 3   employed on the effective date of this division of this Act for 4   at least the same number of hours for the fiscal year beginning 5   July 1, 2024, as worked by the director during the fiscal year 6   beginning July 1, 2023. 7   b. As a condition of the appropriation made in subsection 8   1, the state university of Iowa shall not reduce the amount 9   allocated to support Iowas center for agricultural safety and 10   health from any other source due to the appropriation made in 11   subsection 1. 12   3. If by June 30, 2025, the state university of Iowa fails 13   to use the moneys appropriated in subsection 1 in accordance 14   with the purposes and conditions of subsections 1 and 2, any 15   unencumbered or unobligated moneys appropriated in subsection 16   1 for the fiscal year beginning July 1, 2024, and ending June 17   30, 2025, shall revert to the general fund of the state. In 18   addition, if moneys revert as required pursuant to section 19   8.33 , the state university of Iowa shall transfer to the 20   general fund of the state from any otherwise unencumbered or 21   unobligated moneys from any other general fund appropriation or 22   from any moneys available from other funding sources an amount 23   equal to the amount appropriated in subsection 1 less any 24   amount that reverted to the general fund of the state pursuant 25   to section 8.33 . 26   DIVISION V   27   ENVIRONMENT FIRST FUND   28   GENERAL APPROPRIATIONS   29   Sec. 15. DEPARTMENT OF AGRICULTURE AND LAND   30   STEWARDSHIP. There is appropriated from the environment first 31   fund created in section 8.57A to the department of agriculture 32   and land stewardship for the fiscal year beginning July 1, 33   2024, and ending June 30, 2025, the following amounts, or so 34   much thereof as is necessary, to be used for the purposes 35   -11-   LSB 5001SV (1) 90   da/js   11/ 24

For the conservation reserve enhancement program to 3   restore and construct wetlands for the purposes of intercepting 4   tile line runoff, reducing nutrient loss, improving water 5   quality, and enhancing agricultural production practices: 6   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 7   b. Notwithstanding any other provision of law, the 11   department may use moneys appropriated in this subsection, 12   in combination with other appropriate environment first 13   fund appropriations, for cost sharing to match United States 14   department of agriculture, natural resources conservation 15   service, wetlands reserve enhancement program (WREP) funding 16   available to Iowa. 17   2. WATERSHED PROTECTION 18   a. For continuation of a program that provides 19   multiobjective resource protections for flood control, water 20   quality, erosion control, and natural resource conservation: 21   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 900,000 22   b. In supporting projects in subwatersheds and watersheds 20   as provided in subsection 2, all of the following apply: 21   a. The demonstration projects shall utilize water quality 22   practices as described in the Iowa nutrient reduction strategy 23   as defined in section 455B.171 . 24   b. The division shall implement demonstration projects as 25   provided in paragraph a by providing for participation by 26   persons who hold a legal interest in agricultural land used in 27   farming. To every extent practical, the division shall provide 28   for collaborative participation by such persons who hold a 29   legal interest in agricultural land located within the same 30   subwatershed. 31   c. The division shall implement a demonstration project on 32   a cost-share basis as determined by the division. However, 33   except for edge-of-field practices, the states share of the 34   amount shall not exceed 50 percent of the estimated cost of 35   -17-   LSB 5001SV (1) 90   da/js   17/ 24  

  S.F. 2421   establishing the practice as determined by the division or 1   50 percent of the actual cost of establishing the practice, 2   whichever is less. 3   d. The demonstration projects shall be used to educate other 4   persons about the feasibility and value of establishing similar 5   water quality practices. The division shall promote field day 6   events for purposes of allowing interested persons to establish 7   water quality practices on their agricultural land. 8   e. The division shall conduct water quality evaluations 9   within supported subwatersheds. Within a reasonable period 10   after accumulating information from such evaluations, the 11   division shall create an aggregated database of water quality 12   practices. Any information identifying a person holding a 13   legal interest in agricultural land or specific agricultural 14   land shall be a confidential record under section 22.7 . 15   4. The moneys appropriated in subsection 1 shall be used 16   to support education and outreach in a manner that encourages 17   persons who hold a legal interest in agricultural land used for 18   farming to implement water quality practices, including the 19   establishment of such practices in watersheds generally, and 20   not limited to subwatersheds or high-priority watersheds. 21   5. The moneys appropriated in subsection 1 may be used 22   to contract with persons to coordinate the implementation of 23   efforts provided in this section. 24   6. The moneys appropriated in subsection 1 may be used by 25   the department to support urban soil and water conservation 26   efforts, which may include but are not limited to management 27   practices related to bioretention, landscaping, the use of 28   permeable or pervious pavement, and soil quality restoration. 29   The moneys shall be allocated on a cost-share basis as provided 30   in chapter 161A . 31   7. Notwithstanding any other provision of law to the 32   contrary, the department may use moneys appropriated in 33   subsection 1 to carry out the provisions of this section on a 34   cost-share basis in combination with other moneys available to 35   -18-   LSB 5001SV (1) 90   da/js   18/ 24

Not more than 10 percent of the moneys appropriated in 2   this section may be used to pay for the costs of administering 3   and implementing the water quality initiative by the 4   departments division of soil conservation and water quality as 5   provided in section 466B.42 and this section. 6   DIVISION VII 7   IOWA RESOURCES ENHANCEMENT AND PROTECTION  OPEN SPACES 8   Sec. 20. REAP  IN LIEU OF GENERAL FUND APPROPRIATION. CONTINGENT EFFECTIVE DATE. This part of this 17   division of this Act takes effect July 1, 2024, if 2024 Iowa 18   Acts, Senate File 2410, or successor legislation, is enacted. 19   EXPLANATION 20   The inclusion of this explanation does not constitute agreement with 21   the explanations substance by the members of the general assembly. 22   GENERAL. This bill relates to agriculture and natural 23   resources by making appropriations for FY 2024-2025 to support 24   related entities, including the department of agriculture and 25   land stewardship (DALS), the department of natural resources 26   (DNR), Iowa state university (ISU), and the university of Iowa 27   (UI). 28   The bill primarily appropriates moneys to DALS and DNR. 29   The appropriations are made to support those departments for 30   administration, regulation, and support of programs. The bill 31   requires the departments to submit quarterly reports to the 32   general assembly and department of management regarding the 33   expenditure of appropriated moneys. The bill also provides 34   moneys to support specific programs or projects administered by 35   -21-   LSB 5001SV (1) 90   da/js   21/ 24  

  S.F. 2421   those departments. 1   The bill primarily appropriates moneys from the state 2   general fund (GF) and the environment first fund (EFF) to 3   support DALS and DNR, but also UI and ISU, and to support 4   a number of designated activities, projects, and programs 5   administered by those agencies. General appropriations are 6   made from other major sources, including the state fish and 7   game protection fund (SFGPF) and the groundwater protection 8   fund (GPF), both administered by DNR. Finally, appropriations 9   are made from and to a number of dedicated sources, including 10   the resources enhancement and protection (REAP) fund 11   administered by DNR, and the renewable fuel infrastructure 12   fund (RFIF) and the water quality initiative fund (WQIF) 13   administered by DALS. 14   DALS  GF APPROPRIATIONS. The bill appropriates moneys 15   to DALS from the GF in order to support its administrative 16   divisions, including consumer protection and industry services, 17   soil conservation, and food safety and animal health. Moneys 18   are transferred to ISU to support its midwest grape and wine 19   industry institute. 20   DALS  DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 21   The bill appropriates moneys from several sources to support a 22   number of designated purposes, including moneys derived from 23   unclaimed winnings from horse and dog races, for administration 24   and enforcement of racing regulations; and moneys credited to 25   the RFIF, for purposes of regulating motor fuel. 26   DALS  SPECIAL GF APPROPRIATIONS. The bill makes special 27   appropriations from the GF to DALS in order to support specific 28   purposes including milk inspection, the local food and farm 29   program, an agricultural education organization, foreign animal 30   disease preparedness, assistance to farmers with disabilities, 31   loess hills protections, southern Iowa development and 32   conservation, and grain regulation. 33   DALS  SPECIAL GENERAL FUND CONTINGENT APPROPRIATIONS. The   34   bill provides two contingent provisions appropriating moneys 35   -22-   LSB 5001SV (1) 90   da/js   22/ 24  

  S.F. 2421   to support programs administered by DALS that are associated 1   with promoting the marketing of products derived from Iowa 2   commodities based on whether Senate File 2410, or successor 3   legislation, is enacted. Senate File 2410 consolidates a 4   number of agricultural marketing funds and programs under new 5   Code chapter 187. The first contingent provision assumes 6   Senate File 2410 will not be enacted and appropriates moneys 7   to support a value added agricultural grant program, a choose 8   Iowa promotional program, and a dairy innovation program. The 9   second contingent provision assumes Senate File 2410 will be 10   enacted and appropriates the same amount to support a number 11   of marketing programs. The moneys must be used to support 12   the value added agricultural grant program and may be used to 13   support a dairy innovation and revitalization program. The 14   moneys may also be used to support other programs provided for 15   in Senate File 2410, including the choose Iowa promotional 16   program, and the butchery innovation and revitalization program 17   transferred from the economic development authority. 18   DNR  GF AND OTHER MAJOR FUNDS APPROPRIATIONS. The bill 19   makes appropriations from a number of funds to DNR in order 20   to support its administrative divisions involving natural 21   resources and environmental protection from the GF, the SFGPF, 22   and the GPF. 23   DNR  DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 24   The bill appropriates moneys to DNR from a number of sources 25   to support designated purposes, including moneys deposited in 26   the special snowmobile fund to provide for administering and 27   enforcing the state snowmobile programs; and moneys deposited 28   in the unassigned revenue fund for purposes of paying for 29   administration of DNRs underground storage tanks section. 30   DNR  SPECIAL GF APPROPRIATIONS. The bill makes special 31   appropriations from the GF to DNR in order to support specific 32   purposes including floodplain management, dam safety and 33   forestry health management programs, and state parks. 34   ISU  SPECIAL GF APPROPRIATIONS.   S.F. 2421   moneys from the GF to ISU to support the operation of its 1   veterinary diagnostic laboratory and livestock disease 2   research. 3   ISU  DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 4   The bill appropriates moneys from the Iowa nutrient reduction 5   fund to ISU for the veterinary diagnostic laboratory. 6   UI  SPECIAL GF APPROPRIATIONS. The bill appropriates 7   moneys from the GF to UI to support the operations of Iowas 8   center for agricultural safety and health, which is part of 9   UIs college of public health. 10   DALS, DNR, AND UI  EFF  GENERAL APPROPRIATIONS. The 11   bill appropriates moneys from the EFF to support a number of 12   programs administered by DALS, DNR, and UI. For DALS, the 13   moneys are appropriated to support programs involving soil 14   conservation, watershed protection and nutrient management, 15   and the loess hills development and conservation fund. For 16   DNR, moneys are appropriated to support programs involving 17   state parks, geographic information systems, water quality 18   monitoring, public water supplies, regulation of animal feeding 19   operations, air quality, and floodplain management and dam 20   safety. For UI, moneys are appropriated to support the Iowa 21   geological survey. The bill includes provisions that delay the 22   reversion of these moneys. 23   EFF  SPECIAL APPROPRIATIONS FOR WQIF. The bill 24   appropriates moneys from the EFF to the WQIF subject to certain 25   conditions. 26   REAP FUND  EFF APPROPRIATION IN LIEU OF GF APPROPRIATION.   27   The bill appropriates moneys from the EFF to the REAP 28   fund instead of the $20 million otherwise required to be 29   appropriated to the REAP fund from the GF. Notwithstanding 30   the standing allocation from the REAP fund to its open 31   spaces account, DNR may use moneys in the account for state 32   park maintenance, development, operations, and facility 33   refurbishment. 34   -24-   LSB 5001SV (1) 90   da/js   24/ 24
