Section 8A.209, subsection 4, Code 2025, is 1 amended by adding the following new paragraphs: 2 NEW PARAGRAPH . d. Is not a dues-paying member of a 3 nonprofit organization that operates nationwide, promotes 4 federal and state legislation related to libraries, and engages 5 in advocacy efforts at the federal and state level. 6 NEW PARAGRAPH . e. Is not a dues-paying member of a 7 nonprofit organization that operates primarily within this 8 state, promotes federal and state legislation related to 9 libraries within this state, and engages in advocacy efforts at 10 the federal, state, and local level. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanations substance by the members of the general assembly. 14 This bill modifies provisions related to public libraries 15 that are eligible to receive state assistance under the enrich 16 Iowa program. The enrich Iowa program, established in the 17 department of administrative services (DAS), is designed to 18 provide direct state assistance to eligible public libraries, 19 to support the open access and access plus programs, to provide 20 eligible public libraries with an incentive to improve library 21 services that are in compliance with performance measures, 22 and to reduce inequities among communities in the delivery of 23 library services. Current law defines an eligible public 24 library as a public library, established by city ordinance 25 or a library district, that submits to DAS certain required 26 information and documents and participates in the library 27 resource and information sharing programs established by the 28 state library. The bill modifies the definition of eligible 29 public library for purposes of the enrich Iowa program to 30 provide that such library must also not be a dues-paying member 31 of a nonprofit organization that operates nationwide, promotes 32 federal and state legislation related to libraries, and engages 33 in advocacy efforts at the federal and state level, or a 34 dues-paying member of a nonprofit organization that operates 35 -1- LSB 2429YH (1) 91 jda/jh 1/ 2 H.F. 284 primarily within this state, promotes federal and state 1 legislation related to libraries within this state, and engages 2 in advocacy efforts at the federal, state, and local level. 3 -2- LSB 2429YH (1) 91 jda/jh 2/ 2
