Priority shall be 8   given to those organizations that have previously qualified for 9   and received state funding to administer an early head start 10   project. 11   8. EARLY WARNING SYSTEM FOR LITERACY 6   a. The department shall administer and distribute to school 13   districts and accredited nonpublic schools the early warning 14   assessment system that allows teachers to screen and monitor 15   student literacy skills from prekindergarten through grade 16   six. The department may charge school districts and accredited 17   nonpublic schools a fee for the system not to exceed the actual 18   costs to purchase a statewide license for the early warning 19   assessment minus the moneys received by the department under 20   this subsection. The fee shall be determined by dividing the 21   actual remaining costs to purchase the statewide license for 22   the school year by the number of pupils assessed under the 23   system in the current fiscal year. School districts may use 24   moneys received pursuant to section 257.10, subsection 11 , and 25   moneys received for purposes of implementing section 279.68, 26   subsection 2 , to pay the early warning assessment system fee. 27   16. IOWA READING RESEARCH CENTER   28   a. For purposes of the Iowa reading research center in 29   order to implement, in collaboration with the area education 30   agencies, the provisions of section 256.9, subsection 49 , 31   paragraph c: 32   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 33   b. For the fiscal year beginning July 1, 2025, and 6   ending June 30, 2026, the center shall submit a report to the 7   general assembly detailing the expenditures of moneys used for 8   purposes of this paragraph b. 9   c. Notwithstanding section 8.33 , moneys received by the 10   department pursuant to this subsection that remain unencumbered 11   or unobligated at the close of the fiscal year shall not revert 12   but shall remain available for expenditure for the purposes 13   specified in this subsection until the close of the succeeding 14   fiscal year. 15   17. Of the moneys appropriated in this subsection for 27   distribution to area education agencies, $200,000 shall be 28   used for purposes of implementing a childrens grief and loss 29   rural pilot program to serve Iowa children in rural school 30   districts or accredited nonpublic schools. The pilot program 31   shall be administered by, and the moneys allocated pursuant to 32   this paragraph shall be distributed to, an existing statewide 33   not-for-profit health care organization that currently provides 34   grief and loss services to children. BEST BUDDIES IOWA 7   a. For school districts to create opportunities for 8   one-to-one friendships, integrated employment, and leadership 9   development for students with intellectual and developmental 10   disabilities: 11   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 35,000 12   b. MIDWESTERN HIGHER EDUCATION COMPACT 20   a. From the moneys appropriated in this subsection, not less 5   than $500,000 shall be used to provide technology education 6   opportunities to high school, career academy, and community 7   college students through a public-private partnership, as 8   well as opportunities for students and faculties at these 9   institutions to secure broad-based information technology 10   certification. The partnership shall provide all of the 11   following: 12   (1) A research-based curriculum. 13   (2) Online access to the curriculum. 14   (3) Instructional software for classroom and student use. 15   (4) Certification of skills and competencies in a broad base 16   of information technology-related skill areas. 17   (5) Professional development for teachers. 18   (6) Deployment and program support, including but not 19   limited to integration with current curriculum standards. 20   d. Notwithstanding section 8.33 , of the moneys appropriated 21   in this subsection that remain unencumbered or unobligated at 22   the close of the fiscal year, an amount equivalent to not more 23   than 5 percent of the amount appropriated in this subsection 24   shall not revert but shall remain available for expenditure for 25   summer programs for students until the close of the succeeding 26   fiscal year. 27   26. ENERGY COST-SAVINGS PROJECTS  FINANCING. For 15   the fiscal year beginning July 1, 2025, and ending June 30, 16   2026, the state board of regents may use notes, bonds, or 17   other evidences of indebtedness issued under section 262.48 to 18   finance projects that will result in energy cost savings in an 19   amount that will cause the state board to recover the cost of 20   the projects within an average of six years. 21   DIVISION IV 22   STANDING APPROPRIATIONS 23   Sec. 8. AT-RISK CHILDREN. Notwithstanding the standing 24   appropriation in section 279.51 for the fiscal year beginning 25   July 1, 2025, and ending June 30, 2026, the amount appropriated 26   from the general fund of the state to the department of 27   education for programs for at-risk children under section 28   279.51 shall not be more than $10,524,389. The amount of any 29   reduction in this section shall be prorated among the programs 30   specified in section 279.51, subsection 1, paragraphs a, b, 31   and c. 32   Sec. 9. WORK-STUDY APPROPRIATION. CONTINGENT EFFECTIVE DATE. The following takes 4   effect July 1, 2025, if the portion of 2025 Iowa Acts, Senate 5   File 445, or any successor legislation, that reduces the 6   standing appropriation in section 279.51, subsection 1, is not 7   enacted: 8   The section of this division of this Act relating to the 9   standing appropriation in section 279.51, subsection 1. 10   DIVISION V 11   STATE PROGRAM ALLOCATION 12   Sec. 11. Section 284.13, subsection 1, paragraphs a, b, c, 13   e, f, and g, Code 2025, are amended to read as follows: 14   a. For the fiscal year beginning July 1, 2024   2025 , and 15   ending June 30, 2025 2026 , to the department, the amount of 16   five hundred eight thousand two hundred fifty dollars for the 17   issuance of national board certification awards in accordance 18   with section 256.44 . Of the amount allocated under this 19   paragraph, not less than eighty-five thousand dollars shall 20   be used to administer the ambassador to education position in 21   accordance with section 256.45 . 22   b. For the fiscal year beginning July 1, 2024   2025 , and 23   ending June 30, 2025 2026 , up to seven hundred twenty-eight 24   thousand two hundred sixteen dollars to the department for 25   purposes of implementing the professional development program 26   requirements of section 284.6 , assistance in developing model 27   evidence for teacher quality committees established pursuant to 28   section 284.4, subsection 1 , paragraph b , and the evaluator 29   training program in section 284.10 . A portion of the funds 30   allocated to the department for purposes of this paragraph may 31   be used by the department for administrative purposes and for 32   not more than four full-time equivalent positions. 33   c. For the fiscal year beginning July 1, 2024   2025 , 34   and ending June 30, 2025 2026 , an amount up to one million 35   -20-   LSB 1003XC (6) 91   jda/jh   20/ 26

S.F. _____   seventy-seven thousand eight hundred ten dollars to the 1   department for the establishment of teacher development 2   academies in accordance with section 284.6, subsection 10 . A 3   portion of the funds allocated to the department for purposes 4   of this paragraph may be used for administrative purposes. 5   e. For the fiscal year beginning July 1, 2024   2025 , and 6   ending June 30, 2025 2026 , to the department an amount up to 7   fifty thousand dollars for purposes of the fine arts beginning 8   teacher mentoring program established under section 256.34 . 9   f. For the fiscal year beginning July 1, 2024   2025 , and 10   ending June 30, 2025   2026 , to the department an amount up 11   to six hundred twenty-six thousand one hundred ninety-one 12   dollars shall be used by the department for a delivery system, 13   in collaboration with area education agencies, to assist in 14   implementing the career paths and leadership roles considered 15   pursuant to sections 284.15 , 284.16 , and 284.17 , including but 16   not limited to planning grants to school districts and area 17   education agencies, technical assistance for the department, 18   technical assistance for districts and area education agencies, 19   training and staff development, and the contracting of external 20   expertise and services. In using moneys allocated for purposes 21   of this paragraph, the department shall give priority to school 22   districts with certified enrollments of fewer than six hundred 23   students. A portion of the moneys allocated annually to the 24   department for purposes of this paragraph may be used by the 25   department for administrative purposes and for not more than 26   five full-time equivalent positions. 27   g. For the fiscal year beginning July 1, 2025   2026 , and 28   for each subsequent fiscal year, to the department, ten 29   million dollars for purposes of implementing the supplemental 30   assistance for high-need schools provisions of section 284.11 . 31   Annually, of the moneys allocated to the department for 32   purposes of this paragraph, up to one hundred thousand dollars 33   may be used by the department for administrative purposes and 34   for not more than one full-time equivalent position. 35   -21-   LSB 1003XC (6) 91   jda/jh   21/ 26

NEW SECTION   . 256.231 Court reporter equipment 12   grant program. 13   1. A court reporter equipment grant program is established 14   to be administered by the college student aid commission. A 15   person is eligible to apply for a grant award under the program 16   if the person is enrolled in a court reporter training program 17   in this state. 18   2. Each applicant for the court reporter equipment grant 19   program shall, in accordance with the rules of the commission, 20   complete and file an application for a grant award. The 21   individual shall be responsible for the prompt submission of 22   any information required by the commission. 23   3. A recipient of a grant under the court reporter equipment 24   grant program must use the moneys awarded by the college 25   student aid commission for the purchase of court reporter 26   equipment and software for the court reporter training program 27   in which the recipient is participating. 28   4. The college student aid commission shall do all of the 29   following: 30   a. Establish the evaluation criteria to be used in 31   evaluating applications submitted under this section. The 32   college student aid commission shall give priority to 33   applicants who are doing court-related work. 34   b. S.F. _____   requirements, award criteria, and award amounts. 1   5. A court reporter equipment grant program fund is created 2   in the state treasury under the control of the college student 3   aid commission. All moneys deposited or paid into the fund 4   are appropriated to the college student aid commission to 5   be used for grants awarded as provided under this section. 6   Notwithstanding section 8.33, moneys in the fund that remain 7   unencumbered or unobligated at the close of a fiscal year shall 8   not revert but shall remain available for expenditure for the 9   purposes designated. Notwithstanding section 12C.7, subsection 10   2, interest or earnings on moneys in the fund shall be credited 11   to the fund. 12   6. The college student aid commission shall adopt rules 13   pursuant to chapter 17A to administer this section. 14   Sec. 14. REPEAL. Sections 15.485 and 15.486, Code 2025, 15   are repealed. 16   Sec. 15. COURT REPORTER EQUIPMENT INCENTIVE FUND 17    TRANSFER TO COURT REPORTER EQUIPMENT GRANT PROGRAM 18   FUND. Unencumbered and unobligated moneys remaining in the 19   court reporter equipment incentive fund established pursuant 20   to section 15.486, Code 2025, on the effective date of this 21   division of this Act, are transferred to the court reporter 22   equipment grant program fund created in section 256.231, as 23   enacted by this Act. 24   Sec. 16. CODE EDITOR DIRECTIVE. The Code editor shall 25   designate section 256.231, as enacted by this Act, as a new 26   subpart within chapter 256, subchapter VII, part 4, entitled 27   court reporter equipment grant program. 28   EXPLANATION 29   The inclusion of this explanation does not constitute agreement with 30   the explanations substance by the members of the general assembly. 31   This bill relates to and makes appropriations to the 32   education system. S.F. _____   state board of regents and its institutions. The bill is 1   organized by divisions. 2   DEPARTMENT FOR THE BLIND. The bill appropriates moneys to 3   the department for the blind for its administration. 4   DEPARTMENT OF EDUCATION. The bill appropriates moneys to 5   the department of education for purposes of the departments 6   general administration; career and technical education 7   administration; public broadcasting division; career and 8   technical education reimbursement; school food service; 9   expansion of the federal Individuals with Disabilities 10   Education Improvement Act birth through age three services; 11   early head start projects; the student achievement and teacher 12   quality program; statewide student assessment; statewide 13   clearinghouse to expand work-based learning; postsecondary 14   summer classes for high school students program; jobs 15   for Americas graduates specialists; attendance center 16   performance/general internet site and data system support; 17   successful progression for early readers; an early warning 18   system for literacy; the Iowa reading research center; computer 19   science professional development incentive fund; childrens 20   mental health school-based training and support; school 21   districts for students with intellectual and developmental 22   disabilities; distribution to the midwestern higher education 23   compact to pay Iowas member state annual obligation; community 24   colleges; the Iowa school for the deaf and Iowa educational 25   services for the blind and visually impaired program; the 26   science, technology, engineering, and mathematics collaborative 27   initiative; the therapeutic classroom incentive fund; an 28   online state job posting system; the LEAD-K program; division 29   of special education; professional development; and the 30   administration and various programs of the college student aid 31   commission.   32   The bill also appropriates moneys from the Iowa skilled 33   worker and job creation fund to the department of education for 34   various purposes. 35   -24-   LSB 1003XC (6) 91   jda/jh   24/ 26

S.F. _____   STATE BOARD OF REGENTS. The bill appropriates moneys to 1   the state board of regents for the board office, universities 2   general operating budgets, the western Iowa regents resource 3   center, the state university of Iowa, the Iowa state university 4   of science and technology, and the university of northern Iowa. 5   STANDING APPROPRIATIONS. For FY 2025-2026, the bill limits 6   the appropriation associated with the work-study program under 7   Code section 256.209. 8   Additionally, for FY 2025-2026, the bill limits the 9   appropriation associated with programs for at-risk children 10   under Code section 279.51, if the portion of 2025 Iowa Acts, 11   Senate File 445, or any successor legislation, that reduces 12   the standing appropriation in Code section 279.51(1), is not 13   enacted. 14   STATE PROGRAM ALLOCATION. Code section 284.13 establishes 15   how moneys appropriated for purposes of the student achievement 16   and teacher quality program are to be allocated. The bill 17   extends such allocations to FY 2025-2026. The bill provides 18   that beginning in FY 2026-2027, of the moneys appropriated 19   for purposes of the student achievement and teacher quality 20   program, the final priority for the allocation is $10 million 21   for purposes of implementing the supplemental assistance for 22   high-need schools provisions of Code section 284.11. 23   COURT REPORTER EQUIPMENT GRANT PROGRAM. The bill 24   establishes a court reporter equipment grant program and 25   requires the college student aid commission to administer the 26   program. A person is eligible to apply for a grant award under 27   the grant program if the person is enrolled in a court reporter 28   training program in this state. A recipient of a grant under 29   the grant program must use the moneys awarded by the college 30   student aid commission for the purchase of court reporter 31   equipment and software for the court reporter training program 32   in which the recipient is participating. S.F. _____   The bill establishes a court reporter equipment grant 1   program fund and appropriates moneys from the general fund of 2   the state to the grant program fund in FY 2025-2026. 3   The bill repeals Code sections 15.485 and 15.486, which 4   established the court reporter equipment grant program and the 5   court reporter equipment incentive fund.
