Short title. This Act may be cited as the 5 Entertainment Industry Worker Training Program Act. 6 Section 5. Purpose. Program. The Department of Labor, in 2 collaboration with labor organizations representing theatrical 3 stage workers and entertainment industry workers in this 4 State, shall develop and establish an Entertainment Industry 5 Worker Training Program. The Program shall provide the 6 following: 7 (1) A 3-year educational component that provides 8 specific skill set training for 25 to 50 participants 9 annually with a weekly stipend during the training and job 10 referral services upon successful completion. The 11 educational component shall include: 12 (A) diversity, equity-inclusion, and 13 anti-harassment training; 14 (B) rigging training, including motor and 15 computerized rigging in all theatrical settings; 16 (C) sound production training, including digital 17 audio; 18 (D) lighting training, including intelligent 19 lighting; and 20 (E) Occupational Safety and Health Administration 21 training and general workplace safety. 22 (2) Ongoing training for hundreds of skilled 23 professionals, so they can be more successful in their 24 fields, including, but not limited to, ongoing training 25 for stagehands, studio mechanics, hair and make-up 26 artists, wardrobe, television production workers, HB0038 - 2 - LRB103 03556 SPS 48562 b HB0038- 3 -LRB103 03556 SPS 48562 b HB0038 - 3 - LRB103 03556 SPS 48562 b HB0038 - 3 - LRB103 03556 SPS 48562 b 1 cinematographers, editors, animators, scenic artists, 2 camera operators, and audio-visual workers. 3 Applicants to the program shall apply to the Department in 4 a form and manner prescribed by the Department. 5 Section 15. Building. Subject to appropriation, the 6 Department, in consultation with labor organizations 7 representing theatrical stage workers and entertainment 8 industry workers in this State, shall purchase a building or 9 renovate an existing building for trainings provided by the 10 Entertainment Industry Worker Training Program. The building 11 shall be located in an urban area within safe walking distance 12 to public transportation. 13 Section 20. Rules. The Department may adopt any rules 14 necessary to implement the Entertainment Industry Worker 15 Training Program, including rules on qualification 16 requirements.
