                    103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB1371 Introduced , by Rep. Martin McLaughlin SYNOPSIS AS INTRODUCED:  105 ILCS 5/10-20.85 new105 ILCS 5/34-18.82 new  Amends the School Code. Provides that subject to the availability of local resources, beginning with the 2024-2025 school year, each public middle school, junior high school, and high school shall establish a junior color guard program to promote the value of and honor military personnel. Provides that the junior color guard shall be used at school events, including interscholastic athletic events and other events in which the presenting of the colors is requested. Provides that each school shall allow the junior color guard to participate in community events in which the presenting of the colors may be requested. Provides that each school may work with a civic organization or association to provide adequate training to the members of the junior color guard on the execution of their duties. 1  AN ACT concerning education.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The School Code is amended by adding Sections
5  10-20.85 and 34-18.82 as follows:
6  (105 ILCS 5/10-20.85 new)
7  Sec. 10-20.85. Junior color guard.
8  (a) In this Section:
9  "Civic organization or association" includes, but is not
10  limited to, a local organization or association representing
11  veterans or military personnel or any other civic-minded
12  community group.
13  "Local resources" includes, but is not limited to,
14  financial assistance, training, and equipment provided to a
15  school by a civic organization or association or any local
16  funds a school board expends on establishing and maintaining a
17  junior color guard program.
18  (b) Subject to the availability of local resources,
19  beginning with the 2024-2025 school year, each public middle
20  school, junior high school, and high school shall establish a
21  junior color guard program to promote the value of and honor
22  military personnel. The junior color guard shall be used at
