1  AN ACT concerning State government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Health Facilities Planning Act is
5  amended by adding Section 20 as follows:
6  (20 ILCS 3960/20 new)
7  Sec. 20. South Suburban Trauma Center.
8  (a) There is created in the State treasury a special fund
9  known as the South Suburban Trauma Center Fund. The Fund shall
10  receive revenue under Section 40 of the Toll Highway Act
11  together with moneys appropriated from the Trauma Center Fund.
12  Of the revenue generated under Section 40 of the Toll Highway
13  Act, 20% shall be deposited into the South Suburban Trauma
14  Center Fund.
15  (b) The Board, in consultation with the Department of
16  Public Health, shall do each of the following:
17  (1) Designate the location of a south suburban trauma
18  center to be situated on the border between Calumet City
19  and the Village of Dolton and constructed using the funds
20  collected and deposited into the South Suburban Trauma
21  Center Fund.
22  (2) Select the provider that shall operate and provide
23  healthcare services to the trauma center and enter into an

1  operational agreement with that provider that specifies
2  the terms of how the trauma center is to be run and
3  maintained.
4  (3) Determine the sources of revenue needed to
5  maintain the trauma center.
6  Section 10. The State Finance Act is amended by adding
7  Section 5.992 as follows:

9  Sec. 5.992. The South Suburban Trauma Center Fund.
10  Section 15. The Toll Highway Act is amended by adding
11  Section 40 as follows:
12  (605 ILCS 10/40 new)
13  Sec. 40. Use of certain toll revenue.
14  (a) From July 1, 2023 through June 30, 2033, there shall be
15  a $1 surcharge at the toll plaza known as Plaza 47.
16  (b) Of the revenue generated under subsection (a) of this
17  Section, 20% shall be collected and deposited into the South
18  Suburban Trauma Center Fund as provided under Section 20 of
19  the Illinois Health Facilities Planning Act.
20  (c) This Section is repealed on January 1, 2034.
