SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Law Enforcement Training Standards Board for 
the fiscal year beginning July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The following named amounts, or so much thereof 5 
as may be necessary, respectively, for the objects and purposes 6 
hereinafter named, are a ppropriated to meet the ordinary and 7 
contingent expenses of the Law Enforcement Training Standards 8

  Section 10.  The following named amount, or so much thereof 5 
as may be necessary, respectively, for the objects and purposes 6 
hereinafter named, is appropriated to the Law Enforcement 7 
Training Standards Board as follows: 8 
GRANTS-IN-AID 9 
Payable from the Traffic and Criminal 10 
 Conviction Surcharge Fund: 11 
 For payment of and/or reimbursement 12 
   of basic training and basic training services 13 
   in accordance with statutory provisions .........10,290,000 14 
 For payment of and/or reimbursement 15 
   of in-service training and in -service training services 16 
   in accordance with statutory provisions .........17,220,000 17 
 
  Section 15.  The sum of $8,000,000, or so much thereof as 18 
may be necessary, is appropriated from the Law Enforcement 19 
Officers Training Boar d Federal Projects Fund to the Law 20 
Enforcement Training Standards Board for expenses relating to 21 
various federal projects 22

  Section 20.  The amount of $10,000,000, or so much thereof 1 
as may be necessary, is appropriated from the General Revenue 2 
Fund to the Law Enforcement Training Standards Board for 3 
deposit into the Law Enforcement Recruitment and Retention Fund 4 
for grants and administrative expenses to hire or retain law 5 
enforcement officers pursuant to Public Act 102 -755.  6 
 
  Section 25.  The amount of $10,000,000, or so much thereof 7 
as may be necessary, is appropriated from the Law Enforcement 8 
Recruitment and Retention Fund to the Law Enforcement Training 9 
Standards Board for grants and administrative expenses to hire 10 
or retain law enforcement officers p ursuant to Public Act 102 -11 
755 12 
 
  Section 30.  The amount of $30,000,000, or so much thereof 13 
as may be necessary, is appropriated from the General Revenue 14 
Fund to the Law Enforcement Training Standards Board for 15 
deposit into the Law Enforcement Camera Grant Fund. 16 
 
  Section 35.  The amount of $4,000,000, or so much thereof 17 
as may be necessary, is appropriated from General Revenue Fund 18 
to the Law Enforcement Training Standards Board for grants to 19 
local law enforcement agencies for costs associated with the 20 
expansion and support of National Integrated Ballistics 21 
Information Network (NIBIN) and other ballistic technology 22  HB2673 	-5- OMB103 00099 JPT 45099 b 
 
equipment for ballistic testing.  1 
 
Section 99. Effective date. This Act takes effect July 1, 2 
2023. 3
