Makes appropriations for the ordinary and contingent 
expenses of the Illinois Community College Board for the fiscal 
year beginning July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The following named amounts, or so much thereof 5 
as may be necessary, respectively, for the objects and purposes 6 
hereinafter named, are a ppropriated from the General Revenue 7 
Fund to the Illinois Community College Board for ordinary and 8 
contingent expenses: 9

  Section 10.  The sum of $1,148,000, or so much thereof as 1 
may be necessary, is appropriated from the General Revenue Fund 2 
to Illinois Community College Board for costs associated with 3 
administering high school equivalency tests. 4 
 
  Section 15.  The sum of $4,000,000, or so much thereof as 5 
may be necessary, is appropriated from the General Revenue Fund 6 
to the Illinois Community College Board for grants to the 7 
alternative schools network and other providers. 8 
 
  Section 20.  The sum of $150,000 or so much ther eof as may 9 
be necessary, is appropriated from the General Revenue Fund to 10 
the Illinois Community College Board for support of the P -20 11 
Council. 12 
 
  Section 25.  The sum of $60,200, or so much thereof as may 13 
be necessary, is appropriated from the General Rev enue Fund to 14 
the Illinois Community College Board for awarding scholarships 15 
to qualifying graduates of the Lincoln's Challenge Program. 16 
 
  Section 30.  The sum of $1 4,903,700, or so much thereof as 17 
may be necessary, is appropriated from the General Revenue Fund 18 
to the Illinois Community College Board for the City Colleges 19

  Section 35.  The following named amounts, or so much thereof 1 
as may be necessary, respectively, are appropriated from the 2 
General Revenue Fu nd to the Illinois Community College Board 3 
for distribution to qualifying public community colleges for 4 
the purposes specified: 5

  Section 40.  The sum of $ 650,000, or so much thereof as may 9 
be necessary, is appropriated from the General Revenue Fund to 10 
the Illinois Community College Board for costs associated with 11 
the development, support or administration of the Illinois 12 
Longitudinal Data System. 13 
 
  Section 45.  The sum of $1,457,900, or so much thereof as 14 
may be necessary, is appropriated from the General Revenue Fund 15 
to the Illinois Community College Board to operate an 16 
educational facility in the former community college district 17 
#541 in East St. Louis. 18 
 
  Section 50.  The sum of $1,000,000, or so much thereof as 19 
may be necessary, is appropriated from the General Revenue Fund 20

with transitional and developmental instruction. 1 
 
  Section 55.  The sum of $2 8,794,400, or so much thereof as 2 
may be necessary, is appropriated from the General Revenue Fund 3 
to the Illinois Community College Board for all costs 4 
associated with the bridge and workforce programs. 5

  Section 57.  The sum of $5,900,000, or so much thereof as 7 
may be necessary, is appropriated from the General Revenue Fund 8 
to the Illinois Community College Board for Southwestern 9 
Illinois College to operate an educational facility in the 10 
former Lindenwood University campus in Belleville. 11 
 
  Section 60.  The following named amounts, or so much thereof 12 
as may be necessary, are appropriated to the Illinois Community 13 
College Board for all costs associated with career and 14 
technical education activities: 15

  Section 75.  The sum of $100,000, or so much thereof as may 6 
be necessary, is appropriated from the ICCB Research and 7 
Technology Fund t o the Illinois Community College Board for 8 
costs associated with maintaining and updating instructional 9 
technology. 10 
 
  Section 80.  The sum of $100,000, or so much thereof as may 11 
be necessary, is appropriated from the High School Equivalency 12 
Testing Fund to the Illinois Community College Board for costs 13 
associated with administering high school equivalency tests. 14 
 
  Section 85.  The sum of $10,000,000, or so much thereof as 15 
may be necessary, is appropriated from the Illinois Community 16 
College Board Contract s and Grants Fund to the Illinois 17 
Community College Board to be expended under the terms and 18 
conditions associated with the moneys being received, including 19 
prior year expenditures. 20 
 
  Section 90.  The sum of $525,000, or so much thereof as may 21

to the Illinois Community College Board for the ordinary and 1 
contingent expenses of the Board. 2 
 
  Section 95.  The sum of $1,600,000, or so much thereof as 3 
may be necessary, is appropriated from the ICCB Adult Education 4 
Fund to the Illinois Community College Board for operational 5 
expenses associated with administration of adult education and 6 
literacy activities. 7 
 
  Section 100.  The sum of $4,264,400, or so much thereof as 8 
may be necessary, is appropriated from the General Revenue Fund 9 
to the Illinois Community College Board to reimburse colleges 10 
for costs associated with the Illinois Veterans Grant and 11 
Illinois National Guard Grant. 12 
 
  Section 105. The sum of $27,000,000, or so much thereof as 13 
may be necessary, is appropriated from the Illinois Community 14 
College Board Contracts and Grants Fund to the Illinois 15 
Community College Board for grants, contracts, and 16 
administrative expenses of the Governor’s Emergency Education 17 
Relief Fund award. 18 
 
  Section 110.  The sum of $50,000,000, or so much thereof 19 
as may be necessary, is appropriated from the Illinois 20

Illinois Community College Board for grants and administrative 1 
costs associated with early childhood p rograms. 2 
 
  Section 115. The sum of $25,000,000, or so much thereof as 3 
may be necessary, is appropriated from the General Revenue Fund 4 
to the Illinois Community College Board for the Pipeline for 5 
Advancement of the Healthcare (PATH) Workforce Program. 6 
 
  Section 120. The sum of $150,000, or so much thereof as may 7 
be necessary, is appropriated from the General Revenue Fund to 8 
the Illinois Community College Board for operational expenses 9 
associated with the PATH Workforce Program. 10 
 
  Section 130. The sum of $6,660,000, or so much thereof as 11 
may be necessary, is appropriated from the General Revenue Fund 12 
to the Illinois Community College Board for administrative 13 
costs and grants to the following named community colleges for 14 
purposes of administering the Mental Health Early Action on 15 
Campus Act, in the approximate amounts below: 16

with advanced manufacturing and electric vehicle technologies 19 
non-credit programs. 20 
 
  Section 140. The sum of $1,000,000, or so much thereof as 21 
may be necessary, is appropriated from the General Revenue Fund 22

with data center curriculum development. 1 
 
  Section 145. The sum of $2,000,000, or so much thereof as 2 
may be necessary, is appropriated from the General Revenue Fund 3 
to the Illinois Community College Board for costs associated 4 
with digital instruction for Title II adult education. 5 
 
  Section 150. The sum of $750,000, or so much thereof as may 6 
be necessary, is appropriated from the General Revenue Fund to 7 
the Illinois Community College Board for costs associated with 8 
the expansion of English -language services. 9 
 
  Section 155. The sum of $3,150,000, or so much thereof as 10 
may be necessary, is appropriated from the General Revenue Fund 11 
to the Illinois Community College Board for costs associated 12 
with dual credit grants. 13 
 
  Section 160. The sum of $5,150,000, or so much thereof as 14 
may be necessary, is appropriated from the General Revenue Fund 15 
to the Illinois Community College Board for costs associated 16 
with non-credit workforce grants. 17

  Section 5.  The amount of $10,000,000, or so much thereof 19  HB2680 	-12- OMB103 00141 MJH 45141 b 
 
as may be necessary and remains unexpended at the close of 1 
business on June 30, 2023, from an appropriation heretofore 2 
made for such purpose in Article 138, Section 395 of Public Act 3 
102-0698, as amended, is reappropriated from the State 4 
Coronavirus Urgent Remediation Emergency Fund to the Illinois 5 
Community College Board for costs associated with implementing 6 
college bridge program s for purposes permitted by Section 9901 7 
of the American Rescue Plan Act of 2021 and related federal 8 
guidance. 9 
 
Section 99. Effective date. This Act takes effect July 1, 10 
2023. 11
