SYNOPSIS AS INTRODUCED:
Makes appropriations for the ordinary and contingent
expenses of the Department of Military Affairs for the fiscal
year beginning July 1, 2023, as follows:

AN ACT concerning appropriations. 1
Be it enacted by the People of the State of Illinois, represented 2
in the General Assembly: 3
ARTICLE 1 4
Section 5. The following named amounts, or so much thereof 5
as may be necessary respectively, are appropriated to the 6
Department of Military Affairs for the purposes hereinafter 7
named: 8

Section 10. The sum of $17,200,000, or s o much thereof as 1
may be necessary, is appropriated from the Federal Support 2
Agreement Revolving Fund to the Department of Military Affairs 3
Facilities Division for expenses related to Army National Guard 4
Facilities operations and maintenance as provided fo r in the 5
Cooperative Funding Agreements, including costs in prior years. 6
Section 15. The sum of $ 20,000, or so much thereof as may 7
be necessary, is appropriated from the General Revenue Fund to 8
the Department of Military Affairs Office of the Adjutant 9
General Division for expenses related to the care and 10
preservation of historic artifacts. 11
Section 20. The sum of $1,000,000, or so much thereof as 12
may be necessary, is appropriated from the Military Affairs 13
Trust Fund to the Department of Mili tary Affairs Office of the 14
Adjutant General Division to support youth and other programs, 15
provided such amounts shall not exceed funds to be made 16
available from public or private sources. 17
Section 25. The sum of $5,000,000, or so much thereof as 18
may be necessary, is appropriated from the Illinois Military 19
Family Relief Fund to the Department of Military Affairs Office 20
of the Adjutant General Division for the issuance of grants to 21

National Guard or Illinois residents who are members of the 1
armed forces of the United States and who have been called to 2
active duty as a result of the September 11, 2001 terrorist 3
attacks, including costs in prior years. 4
Section 30. The sum of $ 400,000, or so much thereof as may 5
be necessary, is appropriated from the General Revenue Fund to 6
the Department of Military Affairs for deposit into the Federal 7
Support Agreement Revolving Fund. 8
Section 35. The sum of $100,000, or so much thereof as may 9
be necessary, is appropriated from the State Military Justice 10
Fund to the Department of Military Affairs for expenses of 11
military justice as provided in the Illinois Code of Military 12
Justice. 13
Section 99. Effective date. This Act takes effect July 1, 14
2023. 15
