Makes appropriations for the ordinary and contingent 
expenses of the Illinois State Police for the fiscal year 
beginning July 1, 2023, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
ARTICLE 1 4 
 
  Section 5.  The following named amounts, or so much thereof 5 
as may be necessary, respectively, are appropriated to the 6 
Illinois State Police for the following purposes: 7 
DIVISION OF JUSTICE SERVICES 8 
Payable from General Revenue Fund: 9 
 For New Forensic Lab Expenses ............................. 0 10

  Section 10.  The sum of $4,000,000, or so much thereof as 5 
may be necessary, is appropriated from the State Asset 6 
Forfeiture Fund to the Illinois State Police for payment of 7 
their expenditures as outlined in the Illinois Drug Asset 8 
Forfeiture Procedure Act, the Cannabis Control Act, the 9 
Controlled Substances Act and the Environmental Safety Act. 10 
 
  Section 15.  The sum of $2,500,000, o r so much thereof as 11 
may be necessary, is appropriated from the Federal Asset 12 
Forfeiture Fund to the Illinois State Police for payment of 13 
their expenditures in accordance with the Federal Equitable 14 
Sharing Guidelines. 15 
 
  Section 20.  The sum of $2,000,000, or so much thereof as 16 
may be necessary, is appropriated to the Illinois State Police, 17 
Division of Justice Services, from the Money Laundering Asset 18 
Recovery Fund for the ordinary and contingent expenses incurred 19 
by the Illinois State Police. 20

may be necessary, is appropriated from the LEADS Maintenance 1 
Fund to the Illinois State Police, Division of Justice 2 
Services, for expenses related to the LEADS System. 3

  Section 35.  The following amount, or so much thereof as 4 
may be necessary for objects and purposes herein after named, 5 
is appropriated from the Drug Traffic Prevention Fund to the 6 
Illinois State Police, Division of Operations, pursuant to the 7 
provisions of the “Intergovernmental Drug Laws Enforcement Act” 8 
for Grants to Metropolitan Enforcement Groups. 9

  Section 40.  The sum of $18,000,000, or so much thereof as 13 
may be necessary, is appropriated from the State Police 14 
Whistleblower Reward and Protection Fu nd to the Illinois State 15 
Police for payment of their expenditures for state law 16 
enforcement purposes in accordance with the State Whistleblower 17 
Protection Act. 18 
 
  Section 45.  The sum of $ 43,000,000, or so much thereof as 19 
may be necessary, is appropriated from the State Police 20 
Operations Assistance Fund to the Illinois State Police for the 21

  Section 47.  The sum of $2,000,000, or so much thereof as 2 
may be necessary, is appropriated fro m the State Police 3 
Operations Assistance Fund to the Illinois State Police for the 4 
ordinary and contingent expenses of the Safe2Help Program. 5 
 
  Section 50.  The sum of $100,000, or so much thereof as may 6 
be necessary, is appropriated from the Medicaid Fra ud and Abuse 7 
Prevention Fund to the Illinois State Police, Division of 8 
Operations, for the detection, investigation or prosecution of 9 
recipient or vendor fraud. 10 
 
  Section 55.  The sum of $13,000,000, or so much thereof as 11 
may be necessary, is appropriated from the State Police Law 12 
Enforcement Administration Fund to the Illinois State Police, 13 
Division of Operations, for all costs associated with a cadet 14 
program for the Illinois State Police. 15 
 
  Section 60.  The sum of $2,000,000, or so much thereof as 16 
may be necessary, is appropriated from the Scott’s Law Fund to 17 
the Illinois State Police for the ordinary and contingent 18 
expenses incurred by the Illinois State Police. 19

may be necessary, is appropria ted from the Illinois State 1 
Police Federal Projects Fund to the Illinois State Police for 2 
current and prior year expenses relating to federal awards and 3 
grants. 4 
 
  Section 70.  The sum of $6,000,000, or so much thereof as 5 
may be necessary, is appropriated from the State Police 6 
Training and Academy Fund to the Illinois State Police for 7 
expenses related to State Police Training. 8 
 
  Section 75.  The following named amounts, or so much thereof 9 
as may be necessary, respectively, are appropriated to 	the 10 
Illinois State Police for the following purposes: 11

  Section 80.  The sum of $2,250,000, or so much thereof as 10 
may be necessary, is appropriated to the Illinois State Police, 11 
Division of Forensic Services and Identification, from the 12 
Mental Health Reporting Fund for expenses as outlined in the 13 
Firearm Concealed Carry Act and the Fi	rearm Owners 14 
Identification Card Act. 15 
 
  Section 85.  The sum of $29,000,000, or so much thereof as 16 
may be necessary, is appropriated to the Illinois State Police 17 
from the State Police Firearm Services Fund for expenses as 18 
outlined in the Firearm Concealed Carry Act and the Firearm 19 
Owners Identification Card Act. 20 
 
  Section 90.  The sum of $ 500,000, or so much thereof as may 21 
be necessary, is appropriated to the Illinois State Police from 22  HB2710 	-9- OMB103 00047 JPT 45047 b 
 
the Illinois State Police Firearm Services Fund to provide 1 
logistical and administrative assistance to the Firearm Owner’s 2 
Identification Card Review Board. 3 
 
  Section 95.  The sum of $230,000,000, or so much thereof 4 
as may be necessary, is appropriated from the Statewide 9 -1-1 5 
Fund to the Illinois State Police, Division of 	Justice 6 
Services, for costs pursuant to the Emergency Telephone System 7 
Act. 8 
 
  Section 100.  The sum of $2,000,000, or so much thereof as 9 
may be necessary, is appropriated from the State Police 10 
Revocation Enforcement Fund to the Illinois State Police, for 11 
grants to law enforcement agency task forces for participating 12 
in programs to help reduce crime 13 
 
  Section 105.  The sum of $1,300,000, or so much thereof as 14 
may be necessary, is appropriated from the General Revenue Fund 15 
to the Illinois State Police, for the ordinary and contingent 16 
expenses of the Safe2Help Program . 17 
 
Section 99. Effective date. This Act takes effect July 1, 18 
2023. 19
