                    103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB2921 Introduced , by Rep. Dennis Tipsword, Jr. SYNOPSIS AS INTRODUCED:  20 ILCS 105/8.13 new30 ILCS 105/5.990 new  Amends the Illinois Act on the Aging. Requires the Department on Aging to establish and administer a statewide 5-year pilot program to provide grant awards to counties and municipalities interested in maintaining a local recovery program for individuals who wander due to a medical condition such as Alzheimer's disease and related dementias, autism, or other specified disorders. Provides that under a county's or municipality's local recovery program, persons with a history of wandering shall receive a fitted electronic bracelet that emits a unique radio signal 24 hours a day that can be identified and tracked by a designated search team of volunteers, lead by local law enforcement, when alerted through a 911 emergency call about a missing person who has a history of wandering. Provides that any grant amounts provided to a county or municipality under the pilot program must be used to cover the costs associated with purchasing the electronic bracelets, training a designated team of volunteer search personnel, conducting community outreach activities to inform local residents and eligible families about the local recovery program, and any other costs required to implement the local recovery program. Provides that all funding for the pilot program shall come from private donations to the Department. Requires all donated moneys received by the Department for the pilot program to be deposited into the Local Recovery Programs for Persons Who Wander Fund, a special fund created in the State treasury. Provides that moneys in the Fund shall be expended to make grant awards under the pilot program and for no other purpose; and that all interest earned on moneys in the Fund shall be deposited into the Fund. Requires the Department to adopt any rules necessary to implement the pilot program, including, but not limited to, rules on the application and eligibility requirements, grant amounts awarded under the pilot program, and equipment standards for the electronic bracelets. Amends the State Finance Act to create the Local Recovery Programs for Persons Who Wander Fund. Effective immediately. 1  AN ACT concerning State government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Act on the Aging is amended by
5  adding Section 8.13 as follows:

7  Sec. 8.13. Pilot program for persons who wander. The
8  Department on Aging shall establish and administer a statewide
9  5-year pilot program to provide grant awards to counties and
10  municipalities interested in maintaining a local recovery
11  program for individuals who wander due to a medical condition
12  such as Alzheimer's disease and related dementias, autism,
13  brain injury, or developmental, cognitive, neurological, or
14  chromosomal disorders. Under a county's or municipality's
15  local recovery program, persons with a history of wandering
16  shall receive a fitted electronic bracelet that emits a unique
17  radio signal 24 hours a day that can be identified and tracked
18  by a designated search team of volunteers, lead by local law
19  enforcement, when alerted through a 911 emergency call about a
20  missing person who has a history of wandering.
21  Any grant amounts provided to a county or municipality
22  under the pilot program must be used to cover the costs

8  professional clubs or associations, hospitals, and health
9  agencies. All donated moneys received by the Department for
10  the pilot program shall be deposited into the Local Recovery
11  Programs for Persons Who Wander Fund, a special fund created
12  in the State treasury. Moneys in the Fund shall be expended to
13  make grant awards under the pilot program and for no other
14  purpose. All interest earned on moneys in the Fund shall be
15  deposited into the Fund.
16  The Department shall adopt any rules necessary to
17  implement the pilot program, including, but not limited to,
18  rules on the application and eligibility requirements for
19  counties and municipalities interested in maintaining a local
20  recover program for persons who wander, grant amounts awarded
21  under the pilot program, and equipment standards for the
22  electronic bracelets.
23  Section 10. The State Finance Act is amended by adding
