2 Be it enacted by the People of the State of Illinois,

4 Section 5. The School Code is amended by adding Section
5 10-20.85 as follows:

7 Sec. 10-20.85. Directing funds to schools. If a school
8 district is classified as a Tier 1 school under Section
9 18-8.15 of this Code, then school board shall direct the
