1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by adding
5 Sections 17-1000 and 17-1100 as follows:
6 (220 ILCS 5/17-1000 new)
7 Sec. 17-1000. Board election announcement. Any boards for
8 electric cooperatives, as defined in Section 3.4 of the
9 Electric Supplier Act, or municipal systems shall be required
10 to announce any elections for board membership publicly and
11 allow any resident of this State to run as a candidate.

13 Sec. 17-1100. Document retention. All electric
14 cooperatives or municipal systems must retain documentation
15 related to business operations for at least 5 years. Any
