1  AN ACT concerning the waiver or reduction of certain fees
2  and charges.
3  Be it enacted by the People of the State of Illinois,
4  represented in the General Assembly:
5  Section 5. The Metropolitan Transit Authority Act is
6  amended by changing Sections 51 and 52 as follows:
7  (70 ILCS 3605/51)
8  Sec. 51. Free services; eligibility. Beginning January 1,
9  2024 (a) Notwithstanding any law to the contrary, no later
10  than 60 days following the effective date of this amendatory
11  Act of the 95th General Assembly and until subsection (b) is
12  implemented, any fixed route public transportation services
13  provided by, or under grant or purchase of service contracts
14  of, the Board shall be provided without charge to all senior
15  citizens of the Metropolitan Region (as "Metropolitan Region"
16  such term is defined in Section 70 ILCS 3615/ 1.03 of the
17  Regional Transportation Authority Act) aged 65 and older,
18  under such conditions as shall be prescribed by the Board.
19  (b) Notwithstanding any law to the contrary, no later than
20  180 days following the effective date of this amendatory Act
21  of the 96th General Assembly, any fixed route public
22  transportation services provided by, or under grant or
23  purchase of service contracts of, the Board shall be provided

4  Section 10. The Local Mass Transit District Act is amended
5  by changing Sections 8.6 and 8.7 as follows:

8  2024 (a) Notwithstanding any law to the contrary, no later
9  than 60 days following the effective date of this amendatory
10  Act of the 95th General Assembly and until subsection (b) is

1  Section 15. The Regional Transportation Authority Act is
2  amended by changing Sections 3A.15, 3A.16, 3B.14, and 3B.15 as
3  follows:

5  Sec. 3A.15. Free services; eligibility.
6  Beginning January 1, 2024 (a) Notwithstanding any law to
7  the contrary, no later than 60 days following the effective
8  date of this amendatory Act of the 95th General Assembly and
9  until subsection (b) is implemented, any fixed route public
10  transportation services provided by, or under grant or
11  purchase of service contracts of, the Suburban Bus Board shall
12  be provided without charge to all senior citizens of the
13  Metropolitan Region aged 65 and older, under such conditions
14  as shall be prescribed by the Suburban Bus Board.
15  (b) Notwithstanding any law to the contrary, no later than
16  180 days following the effective date of this amendatory Act
17  of the 96th General Assembly, any fixed route public
18  transportation services provided by, or under grant or
19  purchase of service contracts of, the Suburban Bus Board shall
20  be provided without charge to senior citizens aged 65 and
21  older who meet the income eligibility limitation set forth in
22  subsection (a-5) of Section 4 of the Senior Citizens and
23  Persons with Disabilities Property Tax Relief Act, under such
24  conditions as shall be prescribed by the Suburban Bus Board.

20  Section 20. The Illinois Vehicle Code is amended by adding
21  Section 3-806.11 as follows:

1  Notwithstanding any other provision of law, beginning with the
2  next registration year after the effective date of this
3  amendatory Act of the 103rd General Assembly, if a provision
4  of Section 3-609, 3-623, 3-626, 3-667, 3-683, 3-806.3, or
5  11-1301.2 conditions the eligibility of a person 65 years of
6  age or older or a person with a disability for a waiver or
7  reduction of a fee or charge upon approval for benefits or a
8  grant under the Senior Citizens and Persons with Disabilities
9  Property Tax Relief Act, no income eligibility limitation
10  shall apply and a person who meets all other applicable
11  requirements for the waiver or reduction shall be granted the
12  waiver or reduction without regard to the person's income.
13  Section 99. Effective date. This Act takes effect January
14  1, 2024.
