The Illinois Vehicle Code is amended by 5 changing Section 11-506 as follows: 6 (625 ILCS 5/11-506) 7 Sec. 11-506. LRB103 36366 MXP 66465 b LRB103 36366 MXP 66465 b LRB103 36366 MXP 66465 b A BILL FOR 625 ILCS 5/11-506 LRB103 36366 MXP 66465 b HB4811 LRB103 36366 MXP 66465 b HB4811- 2 -LRB103 36366 MXP 66465 b HB4811 - 2 - LRB103 36366 MXP 66465 b HB4811 - 2 - LRB103 36366 MXP 66465 b 1 slide or spin, driving within the proximity of a gathering of 2 persons, performing maneuvers to demonstrate the performance 3 capability of the motor vehicle, or maneuvering the vehicle in 4 an attempt to elicit a reaction from a gathering of persons. 5 "Street racing" means: 6 (1) The operation of 2 or more vehicles from a point 7 side by side at accelerating speeds in a competitive 8 attempt to outdistance each other; or 9 (2) The operation of one or more vehicles over a 10 common selected course, each starting at the same point, 11 for the purpose of comparing the relative speeds or power 12 of acceleration of such vehicle or vehicles within a 13 certain distance or time limit; or 14 (3) The use of one or more vehicles in an attempt to 15 outgain or outdistance another vehicle; or 16 (4) The use of one or more vehicles to prevent another 17 vehicle from passing; or 18 (5) The use of one or more vehicles to arrive at a 19 given destination ahead of another vehicle or vehicles; or 20 (6) The use of one or more vehicles to test the 21 physical stamina or endurance of drivers over 22 long-distance driving routes. 23 "Street sideshow" means an event in which one or more 24 vehicles block or impede traffic on a street or highway, for 25 the purpose of performing unauthorized motor vehicle stunts, 26 motor vehicle speed contests, or motor vehicle exhibitions of HB4811 - 2 - LRB103 36366 MXP 66465 b HB4811- 3 -LRB103 36366 MXP 66465 b HB4811 - 3 - LRB103 36366 MXP 66465 b HB4811 - 3 - LRB103 36366 MXP 66465 b 1 speed. 2 (d) Penalties. 3 (1) Any person who is convicted of a violation of 4 subsection (a), (a-5), or (b-5) shall be guilty of a Class 5 A misdemeanor for the first offense and shall be subject 6 to a minimum fine of $250. Any person convicted of a 7 violation of subsection (a), (a-5), or (b-5) a second or 8 subsequent time shall be guilty of a Class 4 felony and 9 shall be subject to a minimum fine of $500.
