1  AN ACT concerning regulation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 1. This Act may be referred to as the Melanoma
5  Education Law.
6  Section 5. The Acupuncture Practice Act is amended by
7  adding Section 41 as follows:
8  (225 ILCS 2/41 new)
9  Sec. 41. Abnormal skin growth education.
10  (a) In addition to any other requirements under this Act,
11  the following applicants must provide proof of completion of a
12  course approved by the Department in abnormal skin growth
13  education, including training on identifying melanoma:
14  (1) An applicant who submits an application for
15  original licensure on or after January 1, 2026.
16  (2) An applicant who was licensed before January 1,
17  2026 when submitting the applicant's first application for
18  renewal or restoration of a license on or after January 1,
19  2026.
20  (b) Nothing in this Section shall be construed to create a
21  cause of action or any civil liabilities or to require or
22  permit a licensee or applicant under this Act to practice

1  medicine or otherwise practice outside of the scope of
2  practice of a licensed acupuncturist.
3  (c) A person licensed under this Act may refer an
4  individual to seek care from a medical professional regarding
5  an abnormal skin growth. Neither a person licensed under this
6  Act who completes abnormal skin growth education as a part of
7  the person's continuing education, nor the person's employer,
8  shall be civilly or criminally liable for acting in good faith
9  or failing to act on information obtained during the course of
10  practicing in the person's profession or employment concerning
11  potential abnormal skin growths.
12  Section 10. The Illinois Athletic Trainers Practice Act is
13  amended by adding Section 9.5 as follows:
14  (225 ILCS 5/9.5 new)
15  Sec. 9.5. Abnormal skin growth education.
16  (a) In addition to any other requirements under this Act,
17  the following applicants must provide proof of completion of a
18  course approved by the Department in abnormal skin growth
19  education, including training on identifying melanoma:
20  (1) An applicant who submits an application for
21  original licensure on or after January 1, 2026.
22  (2) An applicant who was licensed before January 1,
23  2026 when submitting the applicant's first application for
24  renewal or restoration of a license on or after January 1,

2  (b) Nothing in this Section shall be construed to create a
3  cause of action or any civil liabilities or to require or
4  permit a licensee or applicant under this Act to practice
5  medicine or otherwise practice outside of the scope of
6  practice of a licensed athletic trainer.
7  (c) A person licensed under this Act may refer an
8  individual to seek care from a medical professional regarding
9  an abnormal skin growth. Neither a person licensed under this
10  Act who completes abnormal skin growth education as a part of
11  the person's continuing education, nor the person's employer,
12  shall be civilly or criminally liable for acting in good faith
13  or failing to act on information obtained during the course of
14  practicing in the person's profession or employment concerning
15  potential abnormal skin growths.
16  Section 15. The Massage Licensing Act is amended by adding
17  Section 68 as follows:
18  (225 ILCS 57/68 new)
19  Sec. 68. Abnormal skin growth education.
20  (a) In addition to any other requirements under this Act,
21  the following applicants must provide proof of completion of a
22  course approved by the Department in abnormal skin growth
23  education, including training on identifying melanoma:

3  2026 when submitting the applicant's first application for
4  renewal or restoration of a license on or after January 1,
5  2026.
6  (b) Nothing in this Section shall be construed to create a
7  cause of action or any civil liabilities or to require or
8  permit a licensee or applicant under this Act to practice
9  medicine or otherwise practice outside of the scope of
10  practice of a licensed massage therapist.
11  (c) A person licensed under this Act may refer an
12  individual to seek care from a medical professional regarding
13  an abnormal skin growth. Neither a person licensed under this
14  Act who completes abnormal skin growth education as a part of
15  the person's continuing education, nor the person's employer,
16  shall be civilly or criminally liable for acting in good faith
17  or failing to act on information obtained during the course of
18  practicing in the person's profession or employment concerning
19  potential abnormal skin growths.
20  Section 20. The Naprapathic Practice Act is amended by
21  adding Section 66 as follows:
22  (225 ILCS 63/66 new)

19  the person's continuing education, nor the person's employer,
20  shall be civilly or criminally liable for acting in good faith
21  or failing to act on information obtained during the course of
22  practicing in the person's profession or employment concerning
23  potential abnormal skin growths.
24  Section 25. The Barber, Cosmetology, Esthetics, Hair
25  Braiding, and Nail Technology Act of 1985 is amended by adding

2  (225 ILCS 410/1-7.10 new)
3  Sec. 1-7.10. Abnormal skin growth education.
4  (a) In addition to any other requirements under this Act,
5  the following applicants must provide proof of completion of a
6  course approved by the Department in abnormal skin growth
7  education, including training on identifying melanoma:
8  (1) An applicant who submits an application for
9  original licensure on or after January 1, 2026.
10  (2) An applicant who was licensed before January 1,
11  2026 when submitting the applicant's first application for
12  renewal or restoration of a license on or after January 1,
13  2026.
14  (b) Nothing in this Section shall be construed to create a
15  cause of action or any civil liabilities or to require or
16  permit a licensee or applicant under this Act to practice
17  medicine or otherwise practice outside of the scope of
18  practice of a licensed barber, cosmetologist, esthetician,
19  hair braider, or nail technician.
20  (c) A person licensed under this Act may refer an
21  individual to seek care from a medical professional regarding
22  an abnormal skin growth. Neither a person licensed under this
23  Act who completes abnormal skin growth education as a part of
24  the person's continuing education, nor the person's employer,
25  shall be civilly or criminally liable for acting in good faith

4  Section 35. The Electrologist Licensing Act is amended by
5  adding Section 34 as follows:
6  (225 ILCS 412/34 new)
7  Sec. 34. Abnormal skin growth education.
8  (a) In addition to any other requirements under this Act,
9  the following applicants must provide proof of completion of a
10  course approved by the Department in abnormal skin growth
11  education, including training on identifying melanoma:
12  (1) An applicant who submits an application for
13  original licensure on or after January 1, 2026.
14  (2) An applicant who was licensed before January 1,
15  2026 when submitting the applicant's first application for
16  renewal or restoration of a license on or after January 1,
17  2026.
18  (b) Nothing in this Section shall be construed to create a
19  cause of action or any civil liabilities or to require or
20  permit a licensee or applicant under this Act to practice
21  medicine or otherwise practice outside of the scope of
22  practice of a licensed electrologist.
23  (c) A person licensed under this Act may refer an
