 AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
 represented in the General Assembly:
Section 5. Findings. The General Assembly finds that to
address the evolving needs of our mental health in schools a
new pathway to educator licensure is needed. The specialized
license created under this Act is designed for licensed Master
of Social Work professionals, allowing qualified professionals
to work within school settings without the requirement of a
Professional Educator License with a school support personnel
endorsement in the area of school social worker. This
innovative approach recognizes the diverse skills and
expertise that Master of Social Work professionals bring to
the field while ensuring a pathway for additional
specialization beyond obtaining a Professional Educator
License with a school support personnel endorsement in the
 area of school social worker.
Section 10. The School Code is amended by changing
Sections 21B-20 and 21B-40 as follows:
 (105 ILCS 5/21B-20)
Sec. 21B-20. Types of licenses. The State Board of
Education shall implement a system of educator licensure,
