Makes appropriations to the Office of the State Comptroller 
for the fiscal year ending June 30, 2025. Effective July 1,

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly: 3 
 
  Section 5.  The sum of $30,893,900, or so much thereof as 4 
may be necessary, is appropriated from the General Revenue Fund 5 
to meet the ordinary and contingent expenses of the Office of 6 
the State Comptroller, which includes in part, the approximate 7 
sum of $250,000 for the Comptroller’s Office of Inspector 8 
General. 9 
 
  Section 10.  The sum of $1,500,000, or so much thereof as 10 
may be necessary, is appropriated to the State Comptroller from 11 
the Comptroller's Administrative Fund for the discharge of 12 
duties of the office. 13 
 
  Section 15.  The sum of $50,300, or so much thereof as may 14 
be necessary, is appropriated to the State Comptroller from the 15 
State Lottery Fund for expenses in connection with the St ate 16 
Lottery. 17 
 
  Section 20. The following named sums, or so much thereof 18

that any amounts appropriated in Sections 35 through 60 of this 21 
Article are insufficient. 22

  Section 70.  The amount of $0, or so much thereof as may 1 
be necessary, is appropriated from the Pens ion Stabilization 2 
Fund to the Office of the State Comptroller for funding the 3 
unfunded liabilities of the General Assembly Retirement System. 4 
Amounts appropriated under this Section shall be in addition 5 
to, and not in lieu of, any State contributions requi red under 6 
Section 2-124 of the Illinois Pension Code. 7 
 
  Section 75.  The amount of $0, or so much thereof as may 8 
be necessary, is appropriated from the Pension Stabilization 9 
Fund to the Office of the State Comptroller for funding the 10 
unfunded liabilities of the Judges Retirement System. Amounts 11 
appropriated under this Section shall be in addition to, and 12 
not in lieu of, any State contributions required under Section 13 
18-131 of the Illinois Pension Code. 14 
 
  Section 80.  The amount of $0, or so much thereof a s may 15 
be necessary, is appropriated from the Pension Stabilization 16 
Fund to the Office of the State Comptroller for funding the 17 
unfunded liabilities of the State Employees' Retirement System. 18 
Amounts appropriated under this Section shall be in addition 19 
to, and not in lieu of, any State contributions required under 20 
Section 14-131 of the Illinois Pension Code. 21 
 
  Section 85.  The amount of $0, or so much thereof as may 22  HB5783 	-20- LRB103 39728 SPS 70187 b 
 
be necessary, is appropriated from the Pension Stabilization 1 
Fund to the Office of the State Comptroller for funding the 2 
unfunded liabilities of the Teachers' Retirement System of the 3 
State of Illinois. Amounts appropriated under this Section 4 
shall be in addition to, and not in lieu of, any State 5 
contributions required under Section 16 -158 of the Illinois 6 
Pension Code. 7 
 
  Section 90.  The amount of $0, or so much thereof as may 8 
be necessary, is appropriated from the Pension Stabilization 9 
Fund to the Office of the State Comptroller for funding the 10 
unfunded liabilities of the State Universities Reti	rement 11 
System. Amounts appropriated under this Section shall be in 12 
addition to, and not in lieu of, any State contributions 13 
required under Section 15 -155 of the Illinois Pension Code. 14 
 
Section 99. Effective date. This Act takes effect July 1, 15 
2024. 16
