1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate the Rain or Shine
4 Missionary Baptist Church on the occasion of the 50th
5 anniversary of its founding; and
6 WHEREAS, The Rain or Shine Missionary Baptist Church was
7 founded as a mission in June of 1973 by Rev. Richard J. Jones;
8 and
9 WHEREAS, The mission continued to grow and was organized
10 into a church in August of 1973; and
11 WHEREAS, Rev. Jones engaged in evangelism, prison
12 ministries, and outreach ministries; the choir and other
13 auxiliaries were established; initially, the Rain or Shine
14 Missionary Baptist Church was affiliated with the Northwood
15 River District Association; later, it was aligned with the
16 Chicago Metropolitan Baptist Association and the Southern
17 Baptist Convention; and
18 WHEREAS, In March of 1990, a call was extended to Rev.
19 Sidney Logwood; installation services were held the 1st Sunday
20 of May 1990 for Pastor and Lady Sidney (Hope) Logwood; he
21 brought a renewed focus on Bible studies, improvements to the

1 physical plant, and involvement with others in the faith
2 community; and
3 WHEREAS, The church then called on the late Rev. Jerry M.
4 Hardy, who pastored for two years from 2004 to 2006 until he
5 left to organize another ministry, Complete Truth Ministries
6 International; and
7 WHEREAS, The Rev. James F. Echols, the former pastor of
8 New Bethel M.B.C., served during the pastoral transition; he
9 served as the interim pastor until he was installed on October
10 28, 2007; under his leadership, along with his wife, Lady
11 Shirley Echols, great strides were made in worship, training,
12 and evangelism; and
13 WHEREAS, In November of 2017, Dr. Barry L. Tidwell I was
14 appointed as the church's current pastor, the fifth pastor to
15 lead the church in its history; immediately, he re-instituted
16 and taught a comprehensive Bible study program, revitalized
17 the Church School, and developed the uses of modern
18 technology, initiating the computerized financial,
19 discipleship system and streams of social media to support the
20 church membership and mission; and
21 WHEREAS, The importance of the family and family
22 structure, community and political evolvement, solidarity,

1 empowerment, and evangelism are key components of the success
2 of the Rain or Shine Missionary Baptist Church community;
3 therefore, be it
4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6 we congratulate the Rain or Shine Missionary Baptist Church on
7 its 50th anniversary, and we wish it many more wonderful
8 years; and be it further
9 RESOLVED, That a suitable copy of this resolution be
10 presented to the Rain or Shine Missionary Baptist Church as a
11 symbol of our respect and esteem.
