1  AN ACT concerning local government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Metropolitan Transit Authority Act is
5  amended by changing Sections 51 and 52 as follows:

7  Sec. 51. Free services; eligibility.
8  (a) Notwithstanding any law to the contrary, no later than
9  60 days following the effective date of this amendatory Act of
10  the 95th General Assembly and until subsection (b) is
11  implemented, any fixed route public transportation services
12  provided by, or under grant or purchase of service contracts
13  of, the Board shall be provided without charge to all senior
14  citizens of the Metropolitan Region (as such term is defined
15  in 70 ILCS 3615/1.03) aged 65 and older, under such conditions
16  as shall be prescribed by the Board.
17  (b) Notwithstanding any law to the contrary, no later than
18  180 days following the effective date of this amendatory Act
19  of the 96th General Assembly, any fixed route public
20  transportation services provided by, or under grant or
21  purchase of service contracts of, the Board shall be provided
22  without charge to senior citizens aged 65 and older who meet
23  the income eligibility limitation set forth in subsection

1  (a-5) of Section 4 of the Senior Citizens and Persons with
2  Disabilities Property Tax Relief Act, under such conditions as
3  shall be prescribed by the Board. The Department on Aging
4  shall furnish all information reasonably necessary to
5  determine eligibility, including updated lists of individuals
6  who are eligible for services without charge under this
7  Section. After an initial eligibility determination is made,
8  an individual's eligibility for free services shall
9  automatically renew every 5 years after receipt by the
10  Authority of a copy of the individual's government-issued
11  identification card validating Illinois residency. Nothing in
12  this Section shall relieve the Board from providing reduced
13  fares as may be required by federal law.

17  disabilities. Notwithstanding any law to the contrary, no
18  later than 60 days following the effective date of this
19  amendatory Act of the 95th General Assembly, all fixed route

21  purchase of service contract of, the Board shall be provided
22  without charge to all persons with disabilities who meet the
23  income eligibility limitation set forth in subsection (a-5) of
24  Section 4 of the Senior Citizens and Persons with Disabilities

1  prescribed by the Board. The Department on Aging shall furnish
2  all information reasonably necessary to determine eligibility,
3  including updated lists of individuals who are eligible for
4  services without charge under this Section. After an initial
5  eligibility determination is made, an individual's eligibility
6  for free services shall automatically renew every 5 years
7  after receipt by the Authority of a copy of the individual's
8  government-issued identification card validating Illinois
9  residency. Individuals who have not submitted an Illinois
10  Persons with a Disability Identification Card to the Authority
11  shall also submit a document verifying the individual's
12  disability.

14  Section 10. The Regional Transportation Authority Act is
15  amended by changing Sections 3A.15, 3A.16, 3B.14, and 3B.15 as
16  follows:

19  (a) Notwithstanding any law to the contrary, no later than
20  60 days following the effective date of this amendatory Act of
21  the 95th General Assembly and until subsection (b) is

24  of, the Suburban Bus Board shall be provided without charge to

13  conditions as shall be prescribed by the Suburban Bus Board.

16  shall be provided without charge to senior citizens aged 65

18  in subsection (a-5) of Section 4 of the Senior Citizens and
19  Persons with Disabilities Property Tax Relief Act, under such
20  conditions as shall be prescribed by the Commuter Rail Board.
