SDS103 00075 NBW 45075 b SB3822 SDS103 00075 NBW 45075 b AN ACT concerning appropriations. 1 Be it enacted by the People of the State of Illinois, represented 2 in the General Assembly: 3 ARTICLE 44 4 Section 5. The sum of $ 70,000,000, or so much thereof as 5 may be necessary, is appropriated from the General Revenue Fund 6 to the Office of the Attorney General to meet i ts operational 7 expenses for the fiscal year ending June 30, 202 5. 8 Section 10. The sum of 11,000,000, or so much thereof as 9 may be necessary, is appropriated from the General Revenue Fund 10 to the Office of the Attorney General for payment of awards and 11 grants under the Violent Crime Victims Assistance Act. 12 Section 15. The sum of $5,000,000, or so much thereof as 13 may be necessary, is appropriated from the General Revenue Fund 14 to the Office of the Attorney General for ordinary and 15 contingent expenses, a wards and grants, and operational 16 programs of the Crime Victim Services Division. 17 Section 20. The sum of $5,000,000, or so much thereof as 18 may be necessary, is appropriated from the General Revenue Fund 19 SB3822 -2- SDS103 00075 NBW 45075 b to the Office of the Attorney General for disburs ement to the 1 Illinois Equal Justice Foundation for use as provided in the 2 Illinois Equal Justice Act. 3 Section 25. The sum of $2,750,000, or so much thereof as 4 may be necessary, is appropriated from the General Revenue Fund 5 to the Office of the Attorney General for ordinary and 6 contingent expenses and operational programs of the Medicaid 7 Fraud Control Unit. 8 Section 30. The sum of $5,000,000, or so much thereof as 9 may be necessary, is appropriated from the General Revenue Fund 10 to the Office of the Atto rney General for grants for organized 11 retail crime enforcement. 12 Section 35. The sum of $6,600,000, or so much thereof as 13 may be necessary, is appropriated from the General Revenue fund 14 to the Office of the Attorney General for ordinary and 15 contingent expenses and operational programs of the Child 16 Support Enforcement Di vision. 17 Section 40. The sum of $1,400,000, or so much thereof as 18 may be necessary, is appropriated from the Access to Justice 19 Fund to the Office of the Attorney General for disbursement to 20 the Illinois Equal Justice Foundation pursuant to the Access 21 SB3822 -3- SDS103 00075 NBW 45075 b to Justice Act. 1 Section 45. The sum of $1,150,000, or so much thereof as 2 is available for use by the Attorney General, is appropriated 3 to the Attorney General from the Illinois Gaming Law 4 Enforcement Fund for State law enforcement purposes. 5 Section 50. The sum of $700,000, or so much thereof as may 6 be necessary, is appropriated to the Office of the Attorney 7 General from the Domestic Violence Fund pursuant to Public Act 8 95-711 for grants to public or private nonprofit agencies for 9 the purposes of facilitating or providing free domestic 10 violence legal advocacy, assistance, or services to victims of 11 domestic violence who are married or formerly married or 12 parties or former parties to a civil union related to order of 13 protection proceedings, or other proceedings for civil remedies 14 for domestic violence. 15 Section 55. The sum of $2,500,000, or so much thereof as 16 may be necessary, is appropriated from the Attorney General 17 Tobacco Fund to the Office of the Attorney General for the 18 oversight, enforcement , and implementation of the Master 19 Settlement Agreement entered in the case of People of the State 20 of Illinois v. Philip Morris, et al (Circuit Court of Cook 21 County, No. 96L13146), for the administration and enforcement 22 SB3822 -4- SDS103 00075 NBW 45075 b of the Tobacco Product Manufacturers ’ Escrow Act, for the 1 handling of tobacco -related litigation, and for other law 2 enforcement activities of the Attorney General. 3 Section 60. The sum of $27,000,000, or so much thereof as 4 may be necessary, is appropriated from the Attorney General 5 Court Ordered and Voluntary Compliance Payment Projects Fund 6 to the Office of the Attorney General for use, subject to 7 pertinent court order or agreement, in the performance of any 8 function pertaining to the exercise of the duties of the 9 Attorney General, including State law enforcement and public 10 education. 11 Section 65. The sum of $2,000,000, or so much thereof as 12 may be necessary, is appropriated from the Illinois Charity 13 Bureau Fund to the Office of the Attorney General to enforce 14 the provisions of the Solicitation for Charity Act and to gather 15 and disseminate information about charitable trustees and 16 organizations to the public. 17 Section 70. The sum of $1,000,000, or so much thereof as 18 may be necessary, is appropriated from the Attorney General 19 Whistleblower Reward and Protection Fund to the Office of the 20 Attorney General for ordinary and contingent expenses, 21 including State law enforcement purposes. 22 SB3822 -5- SDS103 00075 NBW 45075 b Section 75. The sum of $31,000,000, or so much thereof as 1 may be necessary, is appropriated from the Attorney General's 2 State Projects and Court Ordered Distribution Fund to the 3 Attorney General for payment of interagency agreements, for 4 court-ordered distributions to third parties, and subject to 5 pertinent court order, for performance of any functio n 6 pertaining to the exercise of the duties of the Attorney 7 General, including State law enforcement and public education. 8 Section 80. The sum of $1,600,000, or so much thereof as 9 may be necessary, is appropriated from the Cannabis Expungement 10 Fund to the Office of the Attorney General for disbursement to 11 the Illinois Equal Justice Foundation for use as provided in 12 the Cannabis Regulation and Tax Act. 13 Section 85. The sum of $215,000, or so much thereof as may 14 be necessary, is appropriated from the Ca nnabis Expungement 15 Fund to the Office of the Attorney General for the ordinary and 16 contingent expenses associated with the Cannabis Regulation and 17 Tax Act. 18 Section 90. The sum of $6,000,000, or so much thereof as 19 may be necessary, is appropriated from Violent Crime Victims 20 Assistance Fund to the Office of the Attorney General for 21 SB3822 -6- SDS103 00075 NBW 45075 b payment of awards and grants under the Violent Crime Victims 1 Assistance Act. 2 Section 95. The sum of $350,000, or so much thereof as may 3 be necessary, is appropriated from th e Attorney General Sex 4 Offender Awareness, Training, and Education Fund to the Office 5 of the Attorney General to administer the I -SORT program and 6 to alert and educate the public, victims, and witnesses of 7 their rights under various victim notification law s and for 8 training law enforcement agencies, State’s Attorneys, and 9 medical providers regarding their legal duties concerning the 10 prosecution and investigation of sex offenses. 11 Section 100. The sum of $13,500,000, or so much thereof 12 as may be necessary, is appropriated from the Attorney General 13 Federal Grant Fund to the Office of the Attorney General for 14 funding for federal grants. 15 Section 99. Effective date. This Act takes effect July 1, 16 2023. 17
