SYNOPSIS AS INTRODUCED:
Makes appropriations for the ordinary and contingent
expenses of the Illinois Student Assistance Commission for the
fiscal year beginning July 1, 2024, as follows:

AN ACT concerning appropriations. 1
Be it enacted by the People of the State of Illinois, represented 2
in the General Assembly: 3
ARTICLE 1 4
Section 5. The sum of $7,840,000, or so much thereof as 5
may be necessary, is appropriated to the Illinois Student 6
Assistance Commission from the General Revenue Fund to meet its 7
operational expenses for the fiscal year ending June 30, 2025. 8
Section 10. The following named amount, or so much thereof 9
as may be necessary, is appropriated from the General Revenue 10
Fund to the Illinois Student Assistance Commission for the 11
following purpose: 12
To support outreach, research, and 13
training activities .............................. 7,840,000 14
Section 15. The sum of $446,566,200, or so much thereof 15
as may be necessary, is appropriated to the Illinois Student 16
Assistance Commission from the General Revenue Fund for grant 17
awards to students eligible for the Monetary Award Program, as 18
provided by law, and for agency administrative and operational 19

the Monetary Award Program. 1
Section 20. The sum of $265,000,000, or so much thereof 2
as may be necessary, is appropriated to the Illino is Student 3
Assistance Commission from the Education Assistance Fund for 4
grant awards to students eligible for the Monetary Award 5
Program, as provided by law. 6
Section 25. The sum of $50,000,000, or so much thereof as 7
may be necessary, is appropriated to the Illinois Student 8
Assistance Commission from the General Revenue Fund for 9
payments to eligible public universities for grants to students 10
pursuant to the AIM HIGH program. 11
Section 30. The sum of $150,000, or so much thereof as may 12
be necessary, is appropriated from the General Revenue Fund to 13
the Illinois Student Assistance Commission for costs associated 14
with providing grants to exonerated persons, as provided by 15
law. 16
Section 35. The sum of $26,400, or so much thereof as may 17
be necessary, is ap propriated from the Education Assistance 18
Fund to the Illinois Student Assistance Commission for costs 19
associated with the Veterans’ Home Medical Providers’ Loan 20

Section 40. The sum of $500,000, or so mu ch thereof as may 1
be necessary, is appropriated from the Education Assistance 2
Fund to the Illinois Student Assistance Commission for grants 3
to eligible nurse educators to use for payment of their 4
educational loan pursuant to Public Act 94 -1020. 5
Section 45. The following named sums, or so much thereof 6
as may be necessary, respectively, are appropriated from the 7
Education Assistance Fund to the Illinois Student Assistance 8
Commission for the following purposes: 9
Grants and Scholarships 10
For the payment of scholarships to students 11
who are children of police officers or firefighters 12
killed in the line of duty, or who are 13
dependents of correctional officers killed 14
or permanently disabled in the line of 15
duty, as provided by law ......................... 1,300,000 16
For payment of Minority Teacher Scholarships ......8,000,000 17

Section 50. The sum of $10,750,000, or so much thereof as 19
may be necessary, is appropriated from the Education Assistance 20
Fund to the Illinois Student Assistance Commission to the 21

Section 55. The sum of $5,000,000, or so much thereof as 1
may be necessary, is appropriated from the Education Assistance 2
Fund to the Illinois Student Assistance Commission to the 3
Golden Apple Scholars of Illinois program for the Golden Apple 4
Accelerators Program. 5
Section 60. The sum of $975,000, or so much thereof as may 6
be necessary, is appropriated from the Education Assistance 7
Fund to the Illinois Student Assistance Commission for the Loan 8
Repayment for Teachers Program. 9

Section 65. The sum of $300,000, or so much thereof as may 11
be necessary, is appropriated from the ISAC Accounts Receivable 12
Fund to the Illinois Student Assistance Commission for costs 13
associated with the collectio n of delinquent scholarship awards 14
pursuant to the Illinois State Collection Act of 1986. 15
Section 70. The sum of $110,000, or so much thereof as may 16
be necessary, is appropriated to the Illinois Student 17
Assistance Commission from the University Grant F und for 18
payment of grants for the Higher Education License Plate 19
Program, as provided by law. 20

as may be necessary, is appropriated from the Illinois Student 1
Assistance Commission Contracts and Gra nts Fund to the Illinois 2
Student Assistance Commission for the following purpose: 3

Section 100. The sum of $1,000,000 or so much thereof as 6
may be necessary, is appropriated to the Illinois Student 7
Assistance Commission from the Student Loan Operating Fund for 8
costs associated with the Illinois Designated Account Purchase 9
Program. 10

Section 105. The following named sum, or so much thereof 12
as may be necessary, is appropriated from the Federal 13
Congressional Teacher Scholarship Program Fund to the Illinois 14
Student Assistance Commission for the following purpose: 15
For transferring repayment funds collected 16
under the Paul Douglas Teacher Scholarship 17
Program to the U.S. Treasury ....................... 100,000 18
Section 110. The sum of $11,320,000, or so much thereof 19
as may be necessary, is appropriated from the Federal Student 20
Incentive Trust Fund to the Illinois Student Assistance 21
Commission for allowable uses of federal grant funds related 22

limited to funds received under the federal Gaining Early 1
Awareness and Readiness for Under graduate Program. 2
Section 115. The sum of $300,000, or so much thereof as 3
may be necessary, is appropriated from the Federal Student 4
Incentive Trust Fund to the Illinois Student Assistance 5
Commission for the John R. Justice Student Loan Repayment 6
Program. 7
Section 120. The sum of $5,000,000, or so much thereof as 8
may be necessary, is appropriated from the Education Assistance 9
Fund to the Illinois Student Assistance Commission for 10
financial assistance and administrative costs associated with 11
early childhood programs. 12
Section 125. The sum of $4,000,000, or so much thereof as 13
may be necessary, is appropriated from the Nursing Dedicated 14
and Professional Fund to the Illinois Student Assistance 15
Commission for expenses related to the Nursing Education 16
Scholarship Law. 17
Section 130. The sum of $1,100,000, or so much thereof as 18
may be necessary, is appropriated from the Energy Transition 19
Assistance Fund to the Illinois Student Assistance Commission 20
for costs associated with providing grants to eligible 21 SB3899 -9- OMB103 00396 KMH 45396 b
individuals, for costs pursuant to the Energy Transition Act. 1
Section 135. The sum of $6,000,000, or so much thereof as 2
may be necessary, is appropriated from the General Revenue Fund 3
to the Illinois Student Assistance Commission for costs 4
associated with Social Worker Scholarships and loan repayment 5
assistance. 6
Section 140. The sum of $2,000,000, or so much of that 7
sum as may be necessary, is appropriated from the General 8
Revenue Fund to the Illinois Student Assistance Commission 9
for the IGROW Tech Scholarship Program. 10
Section 145. The sum of $550,000, or so much thereof as 11
may be necessary, is appropriated from the General Revenue 12
Fund to the Illinois Student Assistance Commission for a 13
grant to the NDIGO Foundation to fund internships to train 14
students and youth in communications. 15
Section 150. The sum of $250,000, or so much thereof as may 16
be necessary is appropriated from the Education Assistance Fund 17
to the Illinois Student Assistance Commission for costs 18
associated with the Human Services Loan Repayment program. 19
Section 155. The sum of $2,500,000, or so much thereof as 20 SB3899 -10- OMB103 00396 KMH 45396 b
may be necessary, is appropriated from the UNCF Scholarship 1
Fund to the Illinois Student Assistance Commission to grant 2
scholarships to public university and college students for 3
the United Negro College Fund scholarship program. 4
Section 160. The sum of $2,500,000, or so much thereof as 5
may be necessary, is appropriated from the Illinois DREAM 6
Fund to the Illinois Student Assistance Commission to grant 7
scholarships to public university and college students for 8
the Illinois DREAM scholarship program. 9

Section 5. The sum of $200,000, or so much thereof as may 11
be necessary and remains unexpended at the close of business 12
on June 30, 2024, from appropriations heretofore made for such 13
purpose in Article 123, Section 505 of Public Act 103 -0006 as 14
amended, is reappropriated from the State Coronavirus Urgent 15
Remediation Emergency Fund to the Illinois Student Assistance 16
Commission for the Golden Apple Scholars of Illinois Program, 17
including but not limited to, for purposes permitted by Section 18
9901 of the American Rescue Plan Act of 2021 and related federal 19
guidance, including prior years’ costs. 20
Section 10. The sum of $1,300,000, or so much thereof as 21 SB3899 -11- OMB103 00396 KMH 45396 b
may be necessary and remains unexpended at the close of business 1
on June 30, 2024, from appropriations heretofore made for such 2
purpose in Article 123, Section 510 of Publ ic Act 103-0006 as 3
amended, is reappropriated from the State Coronavirus Urgent 4
Remediation Emergency Fund to the Illinois Student Assistance 5
Commission for the Golden Apple Accelerators Program, including 6
but not limited to, for purposes permitted by Sect ion 9901 of 7
the American Rescue Plan Act of 2021 and related federal 8
guidance, including prior years’ costs. 9
Section 99. Effective date. This Act takes effect July 1, 10
2024. 11
