1  AN ACT concerning local government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Decennial Committees on Local Government
5  Efficiency Act is amended by changing Section 10 as follows:
6  (50 ILCS 70/10)
7  Sec. 10. Formation of committee; members; vacancy;
8  administrative support.
9  (a) By June 10, 2023 (one year after the effective date of
10  this Act) and at least once every 10 years after June 10, 2023,
11  each governmental unit may must form a committee to study
12  local efficiencies and report recommendations regarding
13  efficiencies and increased accountability to the county board
14  in which the governmental unit is located.
15  (b) Each committee's membership shall include the elected
16  or appointed members of the governing board of the
17  governmental unit; at least 2 residents within the territory
18  served by the governmental unit, who are appointed by the
19  chair of the governing board, with the advice and consent of
20  the governing board; and any chief executive officer or other
21  officer of the governmental unit. The committee shall be
22  chaired by the president or chief elected or appointed
23  official of the governing board or his or her designee. The

1  chairperson may appoint additional members to the committee as
2  the chairperson deems appropriate.
3  Committee members shall serve without compensation but may
4  be reimbursed by the governmental unit for their expenses
5  incurred in performing their duties.
6  (b-5) In lieu of the committee described in subsection
7  (a), a highway commissioner of a township road district in a
8  county with a population under 400,000 and the township board
9  of the same township may form a joint committee for the
10  purposes described in subsection (a). That joint committee
11  shall include: the township trustees; the highway
12  commissioner; at least 2 residents of the territory served by
13  the governmental unit appointed by the township supervisor
14  with the advice and consent of the township board; at least one
15  resident of the governmental unit appointed by the highway
16  commissioner; and the township supervisor. The joint committee
17  shall be chaired by the township supervisor and shall issue a
18  joint report with 2 sections, one section for the township and
19  one section for the road district. Except with respect to its
20  composition and report, the joint committee shall otherwise
21  comply with subsection (b). References in this Act to a
22  "committee" shall also include a joint committee formed under
23  this subsection.
24  (c) A committee may employ or use the services of
25  specialists in public administration and governmental
26  management and any other trained consultants, analysts,
