                    104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB1138 Introduced , by Rep. Charles Meier SYNOPSIS AS INTRODUCED: 20 ILCS 3305/17.2 new Amends the Illinois Emergency Management Agency Act. Provides that, notwithstanding any other provision of law, the Illinois Emergency Management Agency and Office of Homeland Security must adopt amendments to its rules governing the administration of the Emergency Management Performance Grant program to ensure that every county emergency services and disaster agency in the State receives a base allotment of no less than $25,000 per fiscal year, with the remaining allocation of funds to be distributed to county emergency services and disaster agencies as deemed appropriate by the Director of the Agency. Provides that, in distributing the remaining allocation of funds, the Director shall consider, among other things, any limitation on a county's tax base, the increased costs of accreditation requirements for smaller agencies, and the increase in the number of disasters that affect smaller counties in the State. 1  AN ACT concerning State government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Emergency Management Agency Act is
5  amended by adding Section 17.2 as follows:
6  (20 ILCS 3305/17.2 new)
7  Sec. 17.2. Minimal county allocation; Emergency Management
8  Performance Grant Program. Notwithstanding any other provision
9  of law, the Agency must adopt amendments to its rules
10  governing the administration of the Emergency Management
11  Performance Grant program to ensure that every county
12  emergency services and disaster agency in the State receives a
13  base allotment of no less than $25,000 per fiscal year, with
14  the remaining allocation of funds to be distributed to county
15  emergency services and disaster agencies as deemed appropriate
16  by the Director. In distributing the remaining allocation of
17  funds, the Director shall consider, among other things, any
18  limitation on a county's tax base, the increased costs of
19  accreditation requirements for smaller agencies, and the
20  increase in the number of disasters that affect smaller
21  counties in the State.
