1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Higher Education Student Assistance Act is
5 amended by adding Section 68 as follows:
6 (110 ILCS 947/68 new)
7 Sec. 68. Noncitizen eligibility. Notwithstanding any other
8 law, a student who otherwise qualifies for any grant or
9 scholarship offered under this Act, by any other State law, or
10 by a unit of local government shall not be denied the award of
11 the grant or scholarship based solely on the student's status
12 as a noncitizen.
13 As used in this Section, "noncitizen" includes a qualified
14 alien, as defined by 8 U.S.C. 1641, a nonimmigrant, under the
15 federal Immigration and Nationality Act, or an alien who is
16 paroled into the United States under 8 CFR 212.5 or 8 U.S.C.
17 1182(d)(5), for less than one year.
