 2025 and 2026 HB3142 Introduced , by Rep. Tom Weber SYNOPSIS AS INTRODUCED: 20 ILCS 2610/50 new50 ILCS 705/10.27 new Amends the State Police Act. Provides that notwithstanding any other provision of law, on and after the effective date of the amendatory Act, any State mandate regarding the matter of the training of Illinois State Police Officers that necessitates additional expenditures from the Illinois State Police or any State agency shall be void and unenforceable unless the General Assembly makes necessary appropriations to implement that training mandate. Provides that the failure of the General Assembly to make necessary appropriations shall relieve the Illinois State Police or State agency from the obligation to implement any State mandate. Amends the Illinois Police Training Act. Provides that notwithstanding any other provision of law, on and after the effective date of the amendatory Act, any State mandate regarding the matter of the training of law enforcement officers that necessitates additional expenditures from the Illinois Law Enforcement Training Standards Board, the Illinois State Police, or any State or local law enforcement agency or unit of local government shall be void and unenforceable unless the General Assembly makes necessary appropriations to implement that training mandate. Provides that the failure of the General Assembly to make necessary appropriations shall relieve the law enforcement agency, State agency, or unit of local government of the obligation to implement any State mandate. 1  AN ACT concerning unfunded police mandates.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The State Police Act is amended by adding
5  Section 50 as follows:
6  (20 ILCS 2610/50 new)
7  Sec. 50. Unfunded State mandates; police training.
8  Notwithstanding any other provision of law, on and after the
9  effective date of this amendatory Act of the 104th General
10  Assembly, any State mandate regarding the matter of the
11  training of Illinois State Police Officers that necessitates
12  additional expenditures from the Illinois State Police or any
13  State agency shall be void and unenforceable unless the
14  General Assembly makes necessary appropriations to implement
15  that training mandate. The failure of the General Assembly to
16  make necessary appropriations shall relieve the Illinois State
17  Police or State agency from the obligation to implement any
18  State mandate.
19  Section 10. The Illinois Police Training Act is amended by
20  adding Section 10.27 as follows:
