The Interscholastic Athletic Organization Act 5 is amended by adding Section 1.12 as follows: 6 (105 ILCS 25/1.12 new) 7 Sec. 1.12. Mandatory certification in CPR, first aid, and 8 use of an AED. An association or other entity that has as one 9 of its purposes promoting, sponsoring, regulating, or in any 10 manner providing for interscholastic athletics or any form of 11 athletic competition among schools and students within this 12 State shall require all paid school head coaches or chief 13 sponsors of the activity to obtain and maintain certification 14 in cardiopulmonary resuscitation (CPR), first aid, and the use 15 of an automatic external defibrillator (AED). Certification in 16 CPR and AED use shall be consistent with national, 17 evidence-based, emergency cardiovascular care guidelines. 18 Section 10. The School Safety Drill Act is amended by 19 changing Section 60 as follows: 20 (105 ILCS 128/60) 21 Sec. 60. Cardiac emergency response plan. HB3275 Engrossed LRB104 10857 LNS 20939 b HB3275 Engrossed- 2 -LRB104 10857 LNS 20939 b HB3275 Engrossed - 2 - LRB104 10857 LNS 20939 b HB3275 Engrossed - 2 - LRB104 10857 LNS 20939 b 1 (a) A school district and a private school shall develop a 2 cardiac emergency response plan (CERP) in place in accordance 3 with guidelines set forth by either the American Heart 4 Association, Project ADAM, or other nationally recognized, 5 evidence-based standards that addresses the appropriate 6 response to incidents involving an individual experiencing 7 sudden cardiac arrest or a similar life-threatening emergency 8 while at a school or at a school-sponsored activity or event. 9 The plan must be distributed to all teachers, administrators, 10 school support personnel, coaches, and other school staff 11 identified by school administrators at each school. 12 (b) A cardiac emergency response plan shall include, but 13 is not limited to, the following: 14 (1) Procedures to follow in the event of a cardiac 15 emergency while on school premises at a school. 16 (2) A listing of every automated external 17 defibrillator (AED) that is present. Each automated 18 external defibrillator shall be and clearly marked, 19 maintained as recommended by the manufacturer, and or 20 easily accessible at school athletic venues and events and 21 at school and the maintenance schedule for the automated 22 external defibrillator. The automated external 23 defibrillators shall be installed in accordance with the 24 Physical Fitness Facility Medical Emergency Preparedness 25 Act, guidelines from the American Heart Association, or 26 other nationally recognized guidelines focused on HB3275 Engrossed - 2 - LRB104 10857 LNS 20939 b HB3275 Engrossed- 3 -LRB104 10857 LNS 20939 b HB3275 Engrossed - 3 - LRB104 10857 LNS 20939 b HB3275 Engrossed - 3 - LRB104 10857 LNS 20939 b 1 emergency cardiovascular care. 2 (3) Training on symptoms and warning signs of sudden 3 cardiac arrest, Information on hands-only cardiopulmonary 4 resuscitation, and use of automated external 5 defibrillators to teachers, administrators, coaches, 6 assistant coaches, and other school staff identified by 7 school administrators, in accordance with Section 3 of the 8 Critical Health Problems and Comprehensive Health 9 Education Act. 10 (4) Establishing a cardiac emergency response team 11 that is trained in cardiopulmonary resuscitation and the 12 use of an AED consistent with national evidence-based, 13 emergency cardiovascular care guidelines. 14 (5) The use of annual cardiac response drills to 15 practice the steps established in the cardiac emergency 16 response plan, in partnership with local emergency medical 17 services.
