1  AN ACT concerning regulation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Child Care Act of 1969 is amended by adding
5  Sections 9.1d, 9.1e, and 9.1f as follows:
6  (225 ILCS 10/9.1d new)
7  Sec. 9.1d. Public list of qualified courses.
8  (a) No later than January 1, 2027, the Department of Early
9  Childhood shall publish and regularly update, at least once
10  per year, a comprehensive list of college courses that qualify
11  toward the attainment of the required qualifications for an
12  early childhood teacher or director on its website.
13  (b) The Department of Early Childhood may, at its
14  discretion, contract with a third party organization that is a
15  recognized industry expert in early childhood development and
16  child care employee credentialing to perform the duties
17  required by this Section.
18  (c) The Department of Early Childhood may adopt rules to
19  implement this Section.

1  (a) No later than January 1, 2027, as required under 89
2  Ill. Adm. Code 407.130 and 407.140, the Department of Early
3  Childhood shall create a process to verify courses that
4  qualify toward the attainment of the required qualifications
5  for an early childhood teacher and director in consultation
6  with stakeholders, including, but not limited to, the Illinois
7  Community College Board, the Board of Higher Education, and,
8  until January 1, 2027, the Department of Children and Family
9  Services.
10  (b) As part of the development of the process established
11  under this Section, the Department of Early Childhood shall
12  seek input and feedback from established child care provider
13  advocacy organizations, Early Childhood Access Consortium for
14  Equity member institutions, early child care and education
15  advocates, early childhood program students, and other
16  stakeholders.
17  (c) The process established under this Section shall
18  include the following elements, which also shall be posted on
19  the Department of Early Childhood's website:
20  (1) criteria for the inclusion of college courses
21  offered by State-based and out-of-state institutions on
22  the course list;
23  (2) criteria for the removal of courses from the
24  course list;
25  (3) a requirement that the removal of a course from
26  the course list shall not negatively impact any early

1  childhood teacher or director or early childhood teacher
2  or director applicant who has taken or is currently
3  enrolled in the course;
4  (4) a notification plan for (i) the distribution of
5  the course list and (ii) any updates to all licensed child
6  care centers in this State;
7  (5) an impartial oversight review process for courses
8  deemed ineligible for the attainment of the required
9  qualifications for an early childhood teacher or director;
10  and
11  (6) a process for establishing eligibility
12  requirements for college courses not on the course list.
13  (d) The Department of Early Childhood may, at its
14  discretion, contract with a third party organization that is a
15  recognized industry expert in the area of early childhood
16  development and child care employee credentialing to perform
17  the duties required by this Section.
18  (e) The Department of Early Childhood may adopt rules to
19  implement this Section.

21  Sec. 9.1f. Public list of qualified courses; training for
22  licensing representatives.
23  (a) Licensing representatives must be trained on the use
24  of the course list established under Section 9.1e, the
25  prohibitions for the course list, and the impartial oversight
