HR0173LRB104 12658 MST 23404 r HR0173 LRB104 12658 MST 23404 r HR0173 LRB104 12658 MST 23404 r 1 HOUSE RESOLUTION 2 WHEREAS, Prader-Willi syndrome is a complex genetic 3 disorder that occurs in approximately 1 out of every 15,000 4 births and the most commonly known genetic cause of 5 life-threatening obesity; and 6 WHEREAS, Prader-Willi syndrome affects males and females 7 with equal frequency and affects all races and ethnicities; 8 and 9 WHEREAS, Prader-Willi syndrome causes an extreme and 10 insatiable appetite, often resulting in morbid obesity, which 11 is the major cause of death for individuals with the syndrome; 12 and 13 WHEREAS, Prader-Willi syndrome also causes cognitive and 14 learning disabilities as well as behavioral difficulties, such 15 as obsessive-compulsive disorder and struggles with 16 controlling emotions; and 17 WHEREAS, The hunger, metabolic, and behavioral 18 characteristics of Prader-Willi syndrome force affected 19 individuals to require constant and lifelong supervision in a 20 controlled environment; and HR0173 LRB104 12658 MST 23404 r HR0173- 2 -LRB104 12658 MST 23404 r HR0173 - 2 - LRB104 12658 MST 23404 r HR0173 - 2 - LRB104 12658 MST 23404 r 1 WHEREAS, Studies have shown that there is a high morbidity 2 and mortality rate for individuals with Prader-Willi syndrome; 3 and 4 WHEREAS, There is no known cure for Prader-Willi syndrome; 5 and 6 WHEREAS, Early diagnosis of Prader-Willi syndrome allows 7 families to access treatment, intervention services, and 8 support from health professionals, advocacy organizations, and 9 other families who are dealing with the syndrome; and 10 WHEREAS, Recently discovered treatments, such as human 11 growth hormone, are improving the quality of life for 12 individuals with the syndrome and offer new hope to families, 13 but many difficult symptoms associated with Prader-Willi 14 syndrome remain untreated; and 15 WHEREAS, Increased research into Prader-Willi syndrome can 16 lead to a better understanding of the disorder, more effective 17 treatments, and an eventual cure for Prader-Willi syndrome; 18 and 19 WHEREAS, Increased research into Prader-Willi syndrome is 20 likely to improve our understanding of common public health 21 concerns, including childhood obesity and mental health; and HR0173 - 2 - LRB104 12658 MST 23404 r HR0173- 3 -LRB104 12658 MST 23404 r HR0173 - 3 - LRB104 12658 MST 23404 r HR0173 - 3 - LRB104 12658 MST 23404 r 1 WHEREAS, Advocacy organizations have designated May as 2 National Prader-Willi Syndrome Awareness Month; therefore, be 3 it 4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 5 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 6 we declare May 2025 as Prader-Willi Syndrome Awareness Month 7 in the State of Illinois; and be it further 8 RESOLVED, That we express our support for raising 9 awareness and educating the public about Prader-Willi Syndrome 10 and increasing research and funding into the causes and 11 treatments of the disease.
