A municipality may only submit 2 written support as outlined under this subsection within the 5 3 years prior to the estimated date of completion of the 4 redevelopment project. 5 (d) For redevelopment project areas for which bonds were 6 issued before July 29, 1991, or for which contracts were 7 entered into before June 1, 1988, in connection with a 8 redevelopment project in the area within the State Sales Tax 9 Boundary, the estimated dates of completion of the 10 redevelopment project and retirement of obligations to finance 11 redevelopment project costs (including refunding bonds under 12 Section 11-74.4-7) may be extended by municipal ordinance to 13 December 31, 2013. The termination procedures of subsection 14 (b) of Section 11-74.4-8 are not required for these 15 redevelopment project areas in 2009 but are required in 2013. 16 The extension allowed by Public Act 87-1272 shall not apply to 17 real property tax increment allocation financing under Section 18 11-74.4-8. 19 (e) Those dates, for purposes of real property tax 20 increment allocation financing pursuant to Section 11-74.4-8 21 only, shall be not more than 35 years for redevelopment 22 project areas that were adopted on or after December 16, 1986 23 and for which at least $8 million worth of municipal bonds were 24 authorized on or after December 19, 1989 but before January 1, 25 1990; provided that the municipality elects to extend the life 26 of the redevelopment project area to 35 years by the adoption SB0085 - 31 - LRB104 06846 RTM 16882 b SB0085- 32 -LRB104 06846 RTM 16882 b SB0085 - 32 - LRB104 06846 RTM 16882 b SB0085 - 32 - LRB104 06846 RTM 16882 b 1 of an ordinance after at least 14 but not more than 30 days' 2 written notice to the taxing bodies, that would otherwise 3 constitute the joint review board for the redevelopment 4 project area, before the adoption of the ordinance. 5 (f) Those dates, for purposes of real property tax 6 increment allocation financing pursuant to Section 11-74.4-8 7 only, shall be not more than 35 years for redevelopment 8 project areas that were established on or after December 1, 9 1981 but before January 1, 1982 and for which at least 10 $1,500,000 worth of tax increment revenue bonds were 11 authorized on or after September 30, 1990 but before July 1, 12 1991; provided that the municipality elects to extend the life 13 of the redevelopment project area to 35 years by the adoption 14 of an ordinance after at least 14 but not more than 30 days' 15 written notice to the taxing bodies, that would otherwise 16 constitute the joint review board for the redevelopment 17 project area, before the adoption of the ordinance. 18 (f-1) (Blank). 19 (f-2) (Blank). 20 (f-3) (Blank). 21 (f-5) Those dates, for purposes of real property tax 22 increment allocation financing pursuant to Section 11-74.4-8 23 only, shall be not more than 47 years for redevelopment 24 project areas listed in this subsection; provided that (i) the 25 municipality adopts an ordinance extending the life of the 26 redevelopment project area to 47 years, and (ii) the SB0085 - 32 - LRB104 06846 RTM 16882 b SB0085- 33 -LRB104 06846 RTM 16882 b SB0085 - 33 - LRB104 06846 RTM 16882 b SB0085 - 33 - LRB104 06846 RTM 16882 b 1 municipality provides notice to the taxing bodies that would 2 otherwise constitute the joint review board for the 3 redevelopment project area not more than 30 and not less than 4 14 days prior to the adoption of that ordinance, and (iii) on 5 and after the effective date of this amendatory Act of the 6 104th General Assembly, the municipality submits to the 7 Governor, President of the Senate, and Speaker of the House of 8 Representatives written support for the extension of the life 9 of the redevelopment project area within one year prior to the 10 estimated date of completion of the redevelopment project from 11 each school district, community college district, and park 12 district that has authority to directly levy taxes on property 13 within the redevelopment project area: 14 (1) If the redevelopment project area was established 15 on December 29, 1981 by the City of Springfield. 16 (2) If the redevelopment project area was established 17 on December 29, 1986 by the City of Morris and that is 18 known as the Morris TIF District 1. 19 (3) If the redevelopment project area was established 20 on December 31, 1986 by the Village of Cahokia. 21 (4) If the redevelopment project area was established 22 on December 20, 1986 by the City of Charleston. 23 (5) If the redevelopment project area was established 24 on December 23, 1986 by the City of Beardstown. 25 (6) If the redevelopment project area was established 26 on December 23, 1986 by the Town of Cicero.
