The Higher Education Student Assistance Act is 5 amended by adding Section 28 as follows: 6 (110 ILCS 947/28 new) 7 Sec. 28. The purpose of the Program is to remove barriers 15 to enrollment, academic persistence, and certificate or degree 16 completion for students who need to complete developmental 17 coursework. 18 (1) Beginning in the 2026-2027 academic year, each 19 institution of higher education in the State shall provide 20 financial assistance to a qualifying student for the 21 remaining balance of the student's total cost of 22 attendance in excess of the amount of any private, State, 23 or federal financial assistance received by the qualifying 24 student during the first 132 semester credit hours or 198 25 quarter credit hours that the qualifying student is 26 enrolled in the Developmental Promise Program.
