Garten FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill has the following provisions: (1) Repeals the following: (A) Indiana Advisory Commission on Intergovernmental Relations. (B) Public Highway Private Enterprise Review Board. (C) Lake Michigan Marina and Shoreline Development Commission. (D) Orange County Development Advisory Board. (2) Makes conforming changes and moves a definition from a statute being repealed. (3) Assigns to the Interim Study Committee on Government the task of studying activity of various groups and interstate compacts each even-numbered year. (4) Requires the salary matrices prescribed for police employees, motor carrier inspectors, capitol police officers, gaming control officers, alcohol and tobacco commission enforcement officers, and conservation officers to be reviewed and approved by the State Budget Agency biennially in even-numbered years before implementation. (5) Requires the Justice Reinvestment Advisory Council to review the composition of the Community Corrections Advisory Board (Advisory Board) and report to the Legislative Council before November 1, 2022, regarding how to reduce the membership of an Advisory Board and the recommended membership for an Advisory Board. (6) Establishes the Indiana Policy Research Center (IPRC). (7) Requires the IPRC to conduct and support certain research efforts. (8) Requires the IPRC to issue reports on all assigned research and analysis according to instruction by Legislative Council or the Legislative Services Agency. (9) Requires that the IPRC conduct all assigned research and analysis in a nonpartisan manner. (10) Changes the name of the Indiana Commission to Combat Drug Use to the Indiana Commission to Combat Substance Use Disorder. HB 1075 1 Effective Date: Upon passage; July 1, 2022. Explanation of State Expenditures: The bill assigns topics to the Interim Committee on Government that must be studied in even-numbered years. If the committee were to hold additional meetings to address this topic, there would be additional expenditures for legislator per diem and travel reimbursement for the committee members. Any additional expenditures must be within the committee’s budget, which is established by the Legislative Council. The bill also repeals commissions and boards who have either disbanded or not held a meeting in the past two years. Salary Matrix Review: The bill specifies that the biennial salary matrix update is to affect law enforcement officers employed by the Indiana State Police (including motor carrier inspectors and capitol police) as well as the Indiana Gaming Commission, the Alcohol Tobacco Commission, the Department of Natural Resources. Under the bill, the State Budget Agency shall review these salary matrices biennially on even years. Specifying that this update must be performed biennially on even years going forward is expected to have no impact on the State Budget Agency. The Justice Reinvestment Advisory Council receives technical assistance from staff of the Indiana Supreme Court’s Office of Judicial Administration. The Office can review the composition of community corrections advisory boards with existing resources. Indiana Policy Research Center: The bill establishes the Indiana Policy Research Center which is to be staffed by the Indiana University’s Public Policy Institute (PPI). PPI currently provides staff and research support for the Indiana Advisory Commission on Intergovernmental Relations, which is repealed by the bill. The bill specifies that the Indiana Policy Research Center shall perform research and analysis at the request of the Legislative Council and/or the Legislative Services Agency.
