General Assembly & Local Legislative Bodies– The bill provides that an emergency order issued by: (1) the Indiana State Department of Health expires after 14 days unless renewal is authorized by the General Assembly; and (2) a local health officer order expires after 14 days unless renewal is authorized by the local legislative body. It makes conforming amendments. Effective Date: July 1, 2022. Explanation of State Expenditures: Governor’s Emergency Powers– Removal of certain emergency powers would allow the Governor’s office more time to focus on other duties of the office. General Assembly– If additional meetings of the General Assembly were to occur outside of regular session times, a two-day special session would likely require an expenditure of approximately $75,000. The maximum expenditure for a special session would be approximately $928,000 based on the maximum number of calendar days (40 days) allowed for a special session under current law. Explanation of State Revenues: Explanation of Local Expenditures: Local Legislative Bodies– To the extent that local legislative bodies had to meet on more days than scheduled to approve of further local emergency orders, local expenditures may increase to cover the cost of additional compensation to the members if applicable.
