Summary of Legislation: The bill changes the deadline for the General Assembly to adjourn sine die in an
odd-numbered year from April 29 to April 15.
Effective Date:  July 1, 2022.
Explanation of State Expenditures: Summary– The bill would decrease General Assembly expenditures
by an estimated $0.23 M in FY 2023.
The estimate includes state Senate and House members’ per diem and mileage expenditures. It is likely other
operating and supply costs would decrease slightly in odd state fiscal years as a result of the bill.
Additional Information– As of October 1, 2021, legislators receive $196 per diem for every day they are in
session or conducting legislative business and $78.40 per diem for every day they are not in session. The
amount of legislative business per diem is equivalent to the maximum daily amount allowable for subsistence
expenses for federal employees while away from home as established in the Federal Register. This amount
changes annually. The $78.40 per diem reimbursement for non-session days is established in P.L. 165-2021
as 40% of the legislative business per diem.
