Summary of Legislation: This bill has the following provisions:
A. It establishes the Criminal Justice Study Committee to conduct a multiyear, comprehensive study
of the criminal justice system. 
B. It establishes the Criminal Justice Reform Commission. It provides for the: (1) membership; (2)
membership terms; (3) appointing authorities; (4) quorum requirements; (5) reporting requirements;
(6) member per diems; and (7) study topics; for the commission.
Effective Date:  Upon passage.
Explanation of State Expenditures: Summary – Based on the Legislative Council resolution governing the
2021 interim study committees, the added state expenditures could be $31,000 for FY 2023 and FY 2024 due
to the operation of  the Committee and the Commission. The added expenditures for each year after FY 2024
could be $13,500. The Legislative Services Agency would provide staff support to the Committee and the
Commission.
Additional Information - Criminal Justice Study Committee –  This 26-member committee would include
members of the standing committees of the House Courts and Criminal Code (13 members), the Senate
Corrections and Criminal Law (9 members), and 4 lay members. 
The Committee would operate under the policies governing study committees adopted by the Legislative
Council. Legislative Council resolutions in the past have established budgets for interim study committees
HB 1165	1 in the amount of $17,500 per interim for committees with 16 members or more. 
The statutory authority for this Committee begins upon passage and would expire January 1, 2024. 
Criminal Justice Reform Commission – This 8 member Commission is composed of 2 members of the
Senate; 2 members of the House of Representatives; 2 members from the Department of Correction; 1
member appointed by the Indiana Black Legislative Caucus; and 1 member appointed by the Indiana State
Conference for the National Association for the Advancement of Colored People. 
The Commission would operate under the resolutions governing study committees adopted by the Legislative
Council. Legislative Council resolutions in the past have established budgets for interim study committees
in the amount of $13,500 per interim for committees with fewer than 16 members. The Commission shall
issue an annual report to the General Assembly containing findings and recommendations.
