Synopsis:  Request for information on blockchain technology. Provides
that not later than October 1, 2022, the department of administration
(department) shall issue a request for information for purposes of
exploring how the use of blockchain technology could be used by a
state agency to: (1) achieve greater cost efficiency and cost
effectiveness; and (2) improve consumer convenience, experience, data
security, and data privacy. Requires the department to compile a report
concerning the request for information and submit the report to the
legislative council in an electronic format not later than March 1, 2023.
Defines "blockchain technology" and "distributed ledger technology".
Effective:  July 1, 2022.

HOUSE BILL No. 1211
A BILL FOR AN ACT to amend the Indiana Code concerning state
offices and administration.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 4-13-1-28 IS ADDED TO THE INDIANA CODE
2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2022]: Sec. 28. (a) As used in this section, "blockchain
4 technology" means distributed ledger technology that uses a
5 distributed, decentralized, shared, and replicated ledger that may
6 be public or private, permissioned or permissionless, and that may
7 include the use of electronic currencies or electronic tokens as a
8 medium of electronic exchange.
9 (b) As used in this section, "distributed ledger technology"
10 means any data base that is consensually shared and synchronized
11 across multiple sites, institutions, or geographies allowing for
12 public witnesses to such transactions and may include supporting
13 infrastructure, including blockchain technology.
14 (c) Not later than October 1, 2022, the department shall issue a
15 request for information in compliance with IC 5-23-4.5 for
16 purposes of exploring how the use of blockchain technology could
17 be used by a state agency to:

1 (1) achieve greater cost efficiency and cost effectiveness; and
2 (2) improve consumer:
3 (A) convenience;
4 (B) experience;
5 (C) data security; and
6 (D) data privacy.
7 (d) The request for information shall include participation from
8 the following state agencies:
9 (1) The election division of the office of the secretary of state
10 (IC 3-6-4.2-1).
11 (2) The dealer services division of the office of the secretary of
12 state (IC 9-32-2-11).
13 (3) The securities division of the office of the secretary of state
14 (IC 23-19-6-1).
15 (4) The bureau of motor vehicles (IC 9-14-7).
16 (5) Any other state agency that wishes to participate.
17 (6) Any state agency identified by a respondent as potentially
18 benefiting from the use of blockchain technology.
19 (e) A state agency described in subsection (d)(6) shall assist a
20 respondent with any reasonable request for assistance or
21 information needed for the respondent to complete the response to
22 the request for information.
23 (f) The department shall set the deadline for submissions of the
24 request for information under this section as not later than
25 February 1, 2023.
26 (g) Subject to IC 5-23-4.5-3, the department shall prepare a
27 report that includes:
28 (1) information regarding the responses to the request for
29 information under this section, including a copy of a response
30 to the request for information if the person who submitted the
31 response waived confidentiality in writing;
32 (2) any recommendations by the department regarding the
33 request for information or the responses to the request for
34 information; and
35 (3) any other information that the department determines is
36 relevant to the request for information.
37 (h) Not later than March 1, 2023, the department shall submit
38 the report prepared under subsection (g) to the legislative council
39 in an electronic format under IC 5-14-6.
40 (i) This section expires July 1, 2023.
