Synopsis:  Request for information on blockchain technology. Provides
that not later than October 1, 2022, the department of administration
(department), on behalf of the office of technology (office), shall issue
a request for information for purposes of exploring how blockchain
technology could be used by a state agency to: (1) achieve greater cost
efficiency and cost effectiveness; and (2) improve consumer
convenience, experience, data security, and data privacy. Requires the
office to compile a report concerning the request for information and
submit the report to the legislative council in an electronic format not
later than March 31, 2023. Defines "blockchain technology" and
"distributed ledger technology".
Effective:  July 1, 2022.

HOUSE BILL No. 1211
A BILL FOR AN ACT to amend the Indiana Code concerning state
offices and administration.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 4-13-1-28 IS ADDED TO THE INDIANA CODE
2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2022]: Sec. 28. (a) As used in this section, "blockchain
4 technology" means distributed ledger technology that uses a
5 distributed, decentralized, shared, and replicated ledger that may
6 be public or private, permissioned or permissionless, and that may
7 include the use of electronic currencies or electronic tokens as a
8 medium of electronic exchange.
9 (b) As used in this section, "distributed ledger technology"
10 means any data base that is consensually shared and synchronized
11 across multiple sites, institutions, or geographies allowing for
12 public witnesses to such transactions and may include supporting
13 infrastructure, including blockchain technology.
14 (c) As used in this section, "office of technology" refers to the
15 office of technology established by IC 4-13.1-2-1.
16 (d) Not later than October 1, 2022, the department shall issue,
17 on behalf of the office of technology, a request for information in

1 compliance with IC 5-23-4.5 for purposes of exploring how the use
2 of blockchain technology could be used by a state agency to:
3 (1) achieve greater cost efficiency and cost effectiveness; and
4 (2) improve consumer:
5 (A) convenience;
6 (B) experience;
7 (C) data security; and
8 (D) data privacy.
9 (e) The request for information shall include participation from
10 the following state agencies:
11 (1) The office of technology.
12 (2) The election division of the office of the secretary of state
13 (IC 3-6-4.2-1).
14 (3) The dealer services division of the office of the secretary of
15 state (IC 9-32-2-11).
16 (4) The securities division of the office of the secretary of state
17 (IC 23-19-6-1).
18 (5) The bureau of motor vehicles (IC 9-14-7).
19 (6) Any other state agency that wishes to participate.
20 (7) Any state agency identified by a respondent as potentially
21 benefiting from the use of blockchain technology.
22 (f) A state agency described in subsection (e)(6) shall assist a
23 respondent with any reasonable request for assistance or
24 information needed for the respondent to complete the response to
25 the request for information.
26 (g) The department shall set the deadline for submissions of the
27 request for information under this section as not later than
28 February 1, 2023.
29 (h) Subject to IC 5-23-4.5-3, the office of technology shall
30 prepare a report that includes:
31 (1) information regarding the responses to the request for
32 information under this section, including a copy of a response
33 to the request for information if the person who submitted the
34 response waived confidentiality in writing;
35 (2) any recommendations by the office of technology
36 regarding the request for information or the responses to the
37 request for information; and
38 (3) any other information that the office of technology
39 determines is relevant to the request for information.
40 (i) Not later than March 31, 2023, the office of technology shall
41 submit the report prepared under subsection (h) to the legislative
42 council in an electronic format under IC 5-14-6.

1 (j) This section expires July 1, 2023.
