FIRST AUTHOR: Rep. Teshka BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: This bill has the following provisions: (1) Provides that not later than October 1, 2022, the Indiana Department of Administration (IDOA) shall issue a request for information for purposes of exploring how the use of blockchain technology could be used by a state agency to: (a) achieve greater cost-efficiency and cost-effectiveness; and (b) improve consumer convenience, experience, data security, and data privacy. (2) Requires the IDOA to compile a report concerning the request for information and submit the report to the Legislative Council in an electronic format not later than March 1, 2023. (3) Defines "blockchain technology" and "distributed ledger technology". Effective Date: July 1, 2022. Explanation of State Expenditures: This bill will increase the workload of the IDOA to issue a request for information (RFI) concerning blockchain technology and deliver the required report. Additionally, the bill will increase the workload of the Secretary of State, Bureau of Motor Vehicles, as well as other state agencies who either want to participate in the RFI or are identified by an RFI respondent as possibly benefitting from blockchain technology. The bill’s requirements represent an additional workload on the agency outside of the agency’s routine administrative functions, and existing staffing and resource levels, if currently being used to capacity, may be insufficient for full implementation. The additional funds and resources required could be supplied through existing staff and resources currently being used in another program or with new appropriations. Ultimately, the source of funds and resources required to satisfy the requirements of this bill will depend on HB 1211 1 legislative and administrative actions. For FY 2021, the IDOA reverted approximately $2.5 M to the General Fund, which accounted for 6% of the agency’s FY 2021 appropriation.
