Summary of Legislation: This bill has the following provisions:
(1) Provides that not later than October 1, 2022, the Indiana Department of Administration (IDOA), on behalf
of the Indiana Office of Technology (IOT), shall issue a request for information for purposes of exploring
how blockchain technology could be used by a state agency to: (a) achieve greater cost efficiency and cost
effectiveness; and (b) improve consumer convenience, experience, data security, and data privacy. 
(2) Requires the IOT to compile a report concerning the request for information and submit the report to the
Legislative Council in an electronic format not later than March 31, 2023. 
(3) Defines "blockchain technology" and "distributed ledger technology".
Effective Date:  July 1, 2022.
Explanation of State Expenditures: This bill will increase the workload of (1) the IDOA and IOT to issue
a request for information (RFI) concerning blockchain technology and (2) the IOT to deliver the required
report. Additionally, the bill will increase the workload of the Secretary of State, Bureau of Motor Vehicles
as well as other state agencies who either want to participate in the RFI or are identified by an RFI
respondent as possibly benefitting from blockchain technology. 
The bill’s requirements represent an additional workload on the agency outside of the agency’s routine
administrative functions, and existing staffing and resource levels, if currently being used to capacity, may
be insufficient for full implementation. The additional funds and resources required could be supplied
through existing staff and resources currently being used in another program or with new appropriations.
HB 1211	1 Ultimately, the source of funds and resources required to satisfy the requirements of this bill will depend on
legislative and administrative actions. For FY 2021, the IDOA reverted approximately $2.5 M to the General
Fund, which accounted for 6% of the agency’s FY 2021 appropriation.
